*Baron Strucker sits in his chambers in front of his large, stone desk. A high-ranking HYDRA agent stands at the door before being given permission to enter by the Baron.*
*Strucker smashes his clawed fist down on his desk, followed by a trail of flame. The agent looks nervous.* *Strucker leaps over his desk, grabbing the man by the throat and pinning him to the wall as the costume under Strucker's claw begins to melt.*
*releases his grip, revealing burn marks on the agent's neck.*
*the agent leaves with haste, rubbing his burned neck. Strucker resumes his seat, deep in thought.*

Please, sit. You and I are men with similar goals, Mr. Luthor. We both seek the advancement of the human race, without alien intervention. You are a man of many resources, both tangible and intellectual. HYDRA, too, has a considerable amount of resources. I was wondering, then, if you'd be interested in sharing those resources as a member of HYDRA's ruling council.

There is a strong negative perception to be found associating with those of a more Nazi-esque persuasions HYDRA has that reputation. At the same time, I've made a lot worse deals to accomplish my goals. And eradicating Powel, Dox and Kal-El still remain important goals.
I . . . think it might be a beneficial arrangement.

If those are your goals, Mr. Luthor, this arrangement will be very beneficial indeed. Querl Dox has in his possession an object of great value to HYDRA and it's goals, and we will soon be relieving him of it.
As for our more long term goals... I have recently learned of an artifact of great power having entered the Nexus. I'm afraid I must remain hush on the details for now, but needless to say, when we possess it, the heroes - and Loki's faction - will bend to our will.

*Lex pondered for a moment.* I believe that in this case, it would be best to be pragmatic. Despite ideological differences, you're still human proponents.
Just the same, I think publicly, it would be best for this to be a silent partnership.

Do you know who would be useful to our little Cabal? If we could contact Maxwell Lord. He and his Checkmate orginazation have a certain distaste for Superheroes as well. But . . . he's not a very good team player. Hmm.

Yes, I have heard of this Maxwell Lord. He would be something of a natural fit, I think.
I have already approached Selene Gallio, and she has accepted. I have also been hoping to contact Nathaniel Essex. I had worked with him during the war, and found him to be a terribly interesting individual. I do have a seat reserved for one other member, but he will be revealed when the time is right.
