Personaly, I like Raikou. To me, he is often the forgotten one of the legendary dogs yet, because the three are based on speed, he just happens to be the fastest of them. It doesn't mean he is the best though. It depends on what you define "Best" as. "Best" as in most powerful, type advantage or liked the most? For me, most powerful, Mewtwo. Type advantage, maybe Zapdos or Suicune and most liked, Raikou ^^
