This seems to be the traditional way of setting up an altar, although I have seen many variations on this same theme.
Not all of these items are nessesary, in fact I have seen some altars with some of these pieces missing all together.
The most important thing to remember when setting up an altar is this: It is a place where you comune with the devine, so it should be a place you feel comfortable.
