History - I

The Konoha Military Police force has been a stalwart organization for hundreds of years, founded by one of Konoha’s most elite clan and bloodline, the Uchiha. During the village’s establishment period, the First Hokage asked the leaders of the revered Uchiha Clan to police the village and make it safer for everyone while their true shinobi presence was established, allowing the leader to worry about one less thing during the village’s most vulnerable state. The Uchiha Clan graciously accepted this great honor and held it well, establishing the clan name along side the great Hyuuga, and making their village as safe as they had promised the Hokage they could make it. All would be well for the longest time, that is, until an unknown force almost veritably wiped out the Uchiha clan for good.

Before the ‘Uchiha Massacre’, the clan held their positions with honor and decency, upholding the law above all else. However, with their numbers reduced drastically, the force would suffer a steep decline, and eventually rely on normal members intent to keep their homes secure. This break in tradition would help the force become an official branch of the village government, and allow a sense of justice, order and security to constantly reign about the village. Though the Sharingan would disappear as the main enforcer of the KMP due to the rarity of the trait in the first place coupled with the drastic decrease in the number of clan members, the organization would eventually create a program fit to build itself a small army of justice and able fighters, regardless of skill. For a while the force would stay afloat, but dark times and bad weather existed in the organization’s near future…

Though an entity of justice and righteousness, the Konoha Millitary Police has suffered a steep decline in both moral and talent within their agency, almost to the point of complete ruin. Several main factors attribute to this unfortunate outcome, but in the end, no amount of finger pointing could save the force from its inevitable doom. Konoha had suffered from war crimes, corruption, and a decline in leadership, leaving the mighty police force of the Uchiha that had been established strong under Haru Raidon’s rule and kept on until the disappearance of Hyuuga Ichijin to wallow in despair and turn into to the very enemy they had been fighting all along. Officials with a greedier tongue than this small force would slowly cut their power away, leaving them to preside only over those of their blood and within their district. However, with Ichijin’s sudden return, a department wide clean up has been done, with all corrupt and useless officials thrown out and replaced with a new age of justice.

The Hokage now wishes now for the Konoha Police Force to be reinstated and become a permanent server of justice and order, regardless of leadership. This organization will take up their duties yet again to keep the city safe at all times, and prevent future terrorist attacks from claiming more innocence than it should. With its polices updated and their Headquarters revided within the district, the force will now be given authority to police the village once more. They will operate domestically, and will begin to restore the citizen’s faith in their appointed officials. It was a slow restoration process once more, but the Godaime was confident that this time, they would not fall.

Purpose - II

The purpose of any police presence is always to provide justice, law and order to their citizens. Given the recent domestic terrorist attacks suffered, as well as lawlessness and brutality witnessed amongst villagers and their neighbors, Ichijin feels the first step to restoring control to his home is to establish a strong presence of order. As such, the duties of this organization are mainly the policing of the area in and around Konoha. If there is an attack on the Village, this organization will be responsible for taking care of it and the villagers, as well as working together with ANBU to aid in evacuations, detain suspects and house them as long as is deemed necessary. This organization also works alongside the ninja of Konoha, with many of the organization members being ninja themselves; membership is not limited to the shinobi title, however.

During disasters, the police will be the first to react for evacuation and control, making it as easy as possible for medics to arrive on the scene and deliver their treatment. Attacks will be met with their immediate defense, with lower leveled enemies becoming theirs to detain and even take down; the higher priority targets will force the officers simply to defend, allowing ANBU to enter. Police officers have the right to arrest citizens and question them, though abusing this right is not advised; complaints are not handled lightly anymore. If someone needs to be detained, they shall be housed in the cells at the station; if those get crowded, the prison is just a few blocks down.

Membership - III

In this new police force, membership will not be restricted just to Uchiha clan members as they are few and far between these days, and history has shown many a man can valiantly defend their home and their justice, regardless of clan, skin color, shape or origin. Any ninja will be accepted into the organization, regardless of clan status. As long as they are a law abiding resident of Leaf, shinobi or not, and can aptly defend themselves, others AND enforce the law, then they are welcome to join. Officers will live on base, which usually means within the Uchiha District, though they are more than free to roam. With so many creeds, religions and races now forming the new face, the Konoha Military Police, while still upholding tradition, will unite as one under a single, worthy cause.

Joining and Membership Criteria - IV

Becoming a part of the force is a simple process, though some hesitation is natural due to the extensive background checks run on all agents. If one wishes to apply, they will first fill out a lengthy paper form, found only at the main headquarters of the police station. Once submitted, it shall be screened by the force and later sent to the Hokage’s office, with a quick and concise review established by the rating system in place. From there, the information is passed to Internal Affairs, which will oversee most of the troop hiring. If accepted, one will be notified via messenger, which will include their newest apartment within the barracks. The Hokage himself does not usually screen all agents, but will nonetheless promotions are given away with his presence made available.

Special invitations with built in promotions and perks are given away rarely by the Hokage to individuals no longer useful as shinobi, but nonetheless loyal to the village and the preservation of his cause. As such, one may be ‘invited’ at a random time. Upon being accepted, all officers must understand they forfeit their civilian rights and become property of Leaf, to be wielded as its current leader sees fit. All failures will be removed and let go without hesitation. Due to it being a government branch, all standard laws that apply to Konoha at the time will be strictly enforced by the officers, and they themselves are expected to carry these out without flaw. Demeanor is not a sense for discrimination within the force, yet it must be stressed that regardless of good or evil, anyone with any form of criminal record will most likely NOT be hired as an officer.

Size & Structure - V

The KMP is somewhat dominated, though hard workers that merit promotions will swiftly get them. Several ranks exist within the force, and although only a few positions are occupied by a certain individual at a time, there are general many squads of officers and captains that operate from there. The Police usually operate in two’s, though more numbers are not uncommon due to the success shinobi have with their cell numbers. Although the ability to expand is available, the KMP shall begin small, letting only a sufficient amount of seasoned officers and captains establish whether more headquarters are needed. At the moment, there is no limit to the amount of officers on board. The ranks are as follows:

o Police Chief – This is the highest authority of the Konoha Military Police Corps, and as such, holds everyone else under him. Due to tradition, it is generally reserved for an Uchiha, though not restricted to one either. Finally, the Police Chief holds the Chief of Security seat at the same time.

o Deputy Police Chief – This is an assistant to the Police Chief and will take over the duties of the Chief when there is none. Commands all captains and officers in the same light as the Chief, and answers only to him.

o Captains of Order and Justice – Underneath the Chief and Deputy Chief are the captains. There are five Captains who preside over all of the lower levels of the Organization. Each Captain is responsible for the officers under his or her command, and is not limited to the amount of officers they can command.

o Officers of the Law – The lowest position, and as such, considered entry level of the Organization. The Officers are mainly responsible for patrolling the streets of Konoha and 'getting their hands dirty' , leading many to believe these are the individuals that know where the real police work occurs.

Advantages and Disadvantages - VI

The perks behind being an officer of the law and an overall agent of the government are plentiful, and with the new rule over Konoha slowly establishing, many promised rewards exist for the officers and their families. Some of these include discounts on all domestic item shop purchases and restaurants; good reputation, as the new force will be highly looked up on and coveted due to their ability to keep the peace; shelter, since the agents and even their families are invited to live within barrack grounds of the Uchiha District, which is better protected than most areas within Leaf; social rights, as the officers are allowed slack in order to keep things in order.

Last Thoughts VII

One can leave the organization at any time they please, and the KMP has no problem with its members being in other groups as long as it doesn’t interfere with their police work. Being affiliated directly with the Hokage and thus his ANBU, the force is well informed on its recruits, and will never forget those it trained; one should however try to forget them.
