I <33333 N, but I don't know if he really qualifies as a villain. He seems more like an anti-villain, than a real one...
I don't think any of the villains will ever beat Giovanni, he's just so, I don't know how to describe it.... Classy? XD

The only one who even came close is Cyrus, but then he just ended up egotistical. No, there shall be no other. Why? Cuz Giovanni had the cunning wit to go undercover and win over the people as the strongest Gym Leader. BAM! Whut nao.

Giovanni is my favorite villainous overlord of crime. Beyond the obvious, he has an orange suit, a mafia persian, and is pracically mewtwo's daddy, I am an upholder of the superiority of the first season/generation of pokemon and, therefore, find all other crime organizations lacking. They don't do evil like Giovanni.

Giovanni's motives were nice and simple and straight forward. He just wanted to make a s**t ton of money. Hard to beat the basics.
Though N is looking super cool.

Black... In terms of awesomeness? Nah, there is NO ONE as awesomely villainous as he is.
However, in terms of sheer villainy? That award definitely, without a doubt, goes to Ghetsis. The douche.
