Wolff's law
sustaining damage to a limb will give the body part more health thus allowing the body part to sustain damage over time

When wearing glasses, you can use VATS to target enemies behind anything. (There is still a 0% hit chance.)

you become a wolf when you wearing Prime Decanus helmet or during a full moon but cant use weapons or armor but your Strength Agility and Perception Endurance up to 10

Boom Boom Boom Boom
+50 Explosive, -5 Guns, Energy weapons, Melee Weapons, and Unarmed
All bullet based weapons use twice the amout of bullets to shoot. (IE: 1 shot = 2 bullets) However, all bullets become explosive and incendiary. All explosive weapons now act like mini-nukes.
Polerization
+25 Energy Weapons
50% of all laser shots have a chance to arc continiously to another nearby target.
Sliver Tounged b*****d
+3 Charisma
All dialogue choises are avalible, and all speech challenges are successful when the player wears a Pre-War outfit

Best perk ever. would the female one be called big sister Yes, but instead of a +50 to heavy armor it would be split between a +25 to heavy armor and a +25 to agility, since the Big Sister's Jump around soooo much.

Let me guess BioShock2? I'd say the perfet Perk for me to create would be Rad Chanelling. Gives a +25 to unarmed attack damage so long as you remain radiated. Each attack brings down your radiation level. But the bonus increaces with higher radiation levels or more ranks in the Perk.
