This is the look:

You will be needing:
Some type of brush
A colored eyeshadow ( I used blue )
Black Liquid Eyeliner ( Rimmel London Glam Eyes Professional Eyeliner in Glam Black )
White Eyeshadow ( I used one from a LancomĂȘ Palette )
Mascara
Instructions:
1. Apply liquid liner to your lash line.
Closed:

2. Draw a line like the one below, starting at the inner corner of your eye, make sure you draw this line on so it looks like eyeliner on top of your eye so, thinner toward your nose area and thicker toward your ear.
Line:

3. Inside the oval like shape you have drawn, draw a circle.
Circle:
4. Inside the circle you have just drawn, draw another circle and fill it in, this will be your pupil. Your pupil must be almost perfectly, centered and circular, if it is not, you will end up with an odd looking eye so, pay close attention to your pupil.
Pupil:
5. Fill in the inner most circle with the eyeshadow color of your choice ( the inner most circle is the circle shaded in blue in the photo ). Once you have done that, fill in the outer circle ( the circle shaded red, in the photo ) with a white eyeshadow.
Inner&Outer Circle:

6. Sweeping your liquid eyeliner brush in short, choppy strokes start at the corner of your eye furthest away from your nose and begin to create eyelashes at the lash line of your new " eye ". Make sure there isn't a lot of eyeliner on your brush, otherwise, you'll end up with very thick eyelashes and that's not what you want, you want very fine, wispy lashes that resemble real lashes. I also added drawn on lashes to my actual bottom lash line but, it doesn't look good so, I suggest not doing so. If this doesn't work for you, you can also apply false lashes to your new "lash line".

7. Finish the look off by piling mascara onto your actual lash line, I like to do this because, it hides the fact that I've got the funky design going on underneath.
