HISTORY
Zarl is an Eldar brought up with much arrogance and discrimination and born from a very smaller insight of the outside world. He had grown to believe that Eldar were a much superior race and no other race were allowed be considered even an equal.
This belief had been proven incorrect when Zarl was old enough to understand more of the world. It was there that the Eldar expansion was exaggerated and that many races had advanced, including the humans who had uncovered star ships. Seeing this as an offence their rank of being one of the most advanced races, Zarl couldn't believe that races such as the humans he grew to hate most were even allowed to try and compete with their race in the far reaches of space.
As Zarl tried to outspeak his outrage, he kept being put down about how the Eldar went by a philosophy of not interfering. Seeing this a boulder-dash nonsense, Zarl continued his utter most hatred that went on brewing, until he had became prince of his clan. The former prince and many other inheritors had died due to upturned expeditions or related.
With power at his grasp, Zarl has begun to abuse it towards his own goals. There have been many accounts now of him making sensitive and over-reactive attacks on the other races, preferably the humans, some being even unprovoked. Zarl has been brought to trial countless times because of this in front of the court, though he usually just ends with a slap on the wrist, being that there is no one else able or fit to take Zarl's position as the head of his clan and his family power is too great, military wise, to be absorbed by another Eldar clan without arising more political issues. Therefore Zarl is too important to be properly punished, even with all the lives he's taken, with fellow kins taken because of it.
Many of Zarl's followers tend to be unwilling to his actions, the great bolster of his warriors and fleets, but remain loyal due to family history, blood ties and honour bound, with this being added to the fact that the Zaegan family is renown for many great things, even things Zarl has managed to accomplish, including the finding of a valuable relic that was thought to have been lost during the abandonment of Iyaden and going through the pearls of finding a safe path between two Eldar worlds, doubling trades.
And although many Eldar see Zarl as a disgrace in the court of his homeworld, many chose to remain bonds between his family for its power and political assets. Though many do this from a distance, known if the have need of Zarl's power, he can easily be manipulated for an Eldar.
Although Zarl is seen as brash, barbaric and aggressive, this is the image he had built on purpose. His many minor attacks on the other races are nothing but a ruse and a build up to an all greater purpose for the Eldar to wipe them all out. Time will tell when Zarl will unveiling his true motive and bring about the glory of his true method of bring down others from the seat of the Eldar.

Other:
Zarl holds of fleet ship, that has managed to build rather than decrease throughout all his attacks and raids, due to Zarl influencing his people to take up arms and is the only real decent way to make a living amongst his domain is to construct his fleets and manufacture weapons.
