I couldn't think of an answer myself that didn't sound outragious and just horrible- so my sister explained it to me:
"To get a best friend, you have to earn their trust and they have to trust you, right? Kind of the same with God- He wants you to trust Him with your life, and in return He wants to know that you would stay with Him. When God lets pain in, its not from Him- its from the devil. And God, He wants you to rely fully on Him and let Him take care of your problems, pain, and torture. But if the devil were to come by your door and you follow Him and don't rely on God why should God of prevented that in the first place when He knew you wouldn't stay with Him."
You can also see it as this: you wouldn't give money away to everyone who asked, you would want to know why they want it, and to see if you can trust them.
Also like this: Yes, God is a giving God but if He gave to everyone who asked He would be taked advantage of. He wants us to trust Him- yet love Him as a father and have that fatherly fear.
We are afflicted in every way, but not crushed; perplexed, but not driven to despair; persecuted, but not forsaken; struck down, but not destroyed; always carrying in the body the death of Jesus, so that the life of Jesus may also be manifested in our bodies.
