These regions are the epitome of inhospitably. It snows just as much as the plains, but you have to worry about land slides, often collecting rock as well as snow. It's colder here, further from the surface.
that said, there are reasons why you would come here. The mountains offer better cover for sneaking a ship past the Docks. This taken with the snow makes it hard to spot someone crazy enough to try and risk the landing here. The entrances of Hoth's tunnel systems are here as well.

The Lune Cuore lowered into the mountain range, the harsh weather masking it's presence to people with no sense of force. His alignment osculation ability would make his force alignment come off as whichever alignment the seeker would find least threatening. He concentrated on one of the plateaus, seperating the light and dark aspects of the force, and causing them to oppose one another. He felt the radius expand and concentrated on the plateau until The effected area would be slightly larger than his ship.
He released the energy. In an instant polar opposites of all varieties struck out at one another in the area. Concussive force pushed snow out of the area, suction pulled air back in. Fire melted snow, ice refroze it, the earth shook and broke, destroying the plateau and turning it into a bowl. Electricity turned the sand and rock that remained into glass and crystal. The ship landed in the bowl, the ship's weapons droids deployed in key positions to create tunnels for after the snow covered them. He then waited as the snow piled in on top of them, making it look as if he hadn't done anything.
When the bowl was filed in, thermal beams fired in every direction, creating paths. The melted snow gathered at the bottom of certain drainage tunnels, where it refroze soon after. When all of this had been set up, Jonathan said goodbye to his wife, and went out to see what had happened in the under tunnels. [exit: tunnel systems]
