This is the space outside Hoth's atmosphere, but within it's Gravity well. Only Sub light travel is recommended here, and it would take rewiring many navigational systems to even make a ship enter hyperspace here because of the gravity. If you wish to sit above the planet with no one at the helm without floating off, or falling in, you must be here. Everywhere from the point the atmosphere thins to un-breathable, to the edge of Hoths gravity field will be in this area.
