Crocodile. He can control the sand, dry out the earth, and dry out all his victims. Besides, he could hide out and dodge the Noro Noro Beam attack each time.

Hmmm I would say they both knock each other out. They never show that much fighting in both manga and anime but knocking each other out would be good to show that they can take each other out.
