Meh I have it I'm just stuck at Vault City I can't really figure out what missions I have and where I'm supposed to be.

Uh yeah I think so to become a citizen or what ever? I just stole the papers or had them forged for me one lol I'm all messed up on what I got to do.

If the F.C see's those you're screwed. Go to Gecko thats just north of Vault City.. Talk to Harold, If you complete the quest to fix their generator. You get proper papers.
