My personal strategy? I would try to pinpoint the areas police station, and head the oppisate way. In the begining of an outbreak, people try to get help. The police will not do anything, because they are either fighting the hordes, or at places deemed "more important". Why go towards a place that will be one big riot, full of stabbing and disease? Even in the middle of an outbreak, its best to avoid the police station. It would be in the middle of a city, basically a zone with a population only made up of either animals or zombies. Also, forget what the movies say. There will probablly be no equiptment there anyway because the police were busy fighting off the hordes of undead. Best advice is to go to the least populated area you can.
