The Tower is designed basically for the Hell Riders so its can suit there every need. The Tower it self is home to the Hell Riders and all the support teams who back them up on missions, and lower down his the "Factory" which is where all there equipment is designed by the Doc the founder and leader of the Hell Riders. Around the tower are the hangers which contain there ships and some mech suits the Doc had created as well. The Tower is built like a fortress and because of the Docs. slight paranoia even if Gearbolt were to shut down The Tower would still be able to operate and full capacity.
