im like a level 8. i keep trying to go there but theres a merc. camp right infront of the damn place and they always kick my a**.
any suggestions how the hell i can get it?

Well you can always go south, then when you're near the library, I think its the Arlington Library, go east to Rivet City, if there are enemies around, just jump into the water and swim around to shore.
