This is an area within the center of the hidden leaf that deals exclusively with shinobi who visit from other villages. It is used for more than just the chunin exams, but thrives off of the business it gets during those times of the year.
It's located off to the left of the ninja academy and is decorated.

  The doors to the foreign policy building and a bright blonde woman walked in, her entourage following her in. Her hair whipped up behind her, the quickly opened doors kicking up wind. Her hands flew to her hips and her eyes darted around the first room, taking in everything in a matter of seconds. A small scroll as at her side, for easy access. She used it to summon weapons, mainly her fan, which she used for a large amount of jutsu. This is a bit strange for a ninja from the waterfall village. Her main chakra nature was wind, and her secondary was water. At least she was part water.
The TakiKage was extremely glad that they had finally made it to the leaf village. They had been on the road for a few days and Anami was sick and tired of it. Her feet hurt, she was tired and she just wanted a soft bed to sleep in. Was that really so hard? Her hands fell from her hips as she suddenly remembered that her feet hurt and she searched the room for a chair. She was one along one wall and she walked into the building and took control of said chair, making it clear that she needed it more than anyone else in the room. She instantly got comfortable. Well, here she was for the Chuunin exams like she was told to be. It better be exciting. She better not have had to come all this way for something that was total s**t. She would be pissed.

Well after a long while of running, leaping, and listening to what Sukotto and Mikazuki liked in a woman, they finally arrived at the Foreign Relations center. It hadn't bothered her a smidgen that they spoke with such vulgarity, but dear GOD. They just went on and on about it. All the while, Arashi was trying to find something to think about. Like, redecorating the Bath House... Or getting Konoha's all too famous Ramen. In the end, Arashi ended up whipping out her favorite, little romance filled book.
Now walking into the Foreign Relationship building. Quietly, and casually walking in, while being greeted by a few, heavy glares and stares. All Arashi did was give them a small, friendly wave. "Tanamou..~" She spoke calmly.

The expedition, it had been longer than he deliberated and a very exasperating one. The Takikage that he served as her right hand had been on her feet far too long and it was niggling that he could do nothing about it. This immediately put the doldrums in effect but, it’s not something that would illustrate unless he had to engage in combat. That would not be needed in this little event though. They were strictly here for entertainment and enjoyment to the upcoming Nin. Sadly, they had none of their own Genin in this little happening. However, it would have been wrong if they did. They would have easily won but there were a couple of prospects that he had heard rumors about. He would enjoy watching them in action. First thing was first though, they had to get their in one piece and get Anami-Chan a seat.
When he and the Takikage entered, the room was empty showing that tardiness was no friend of theirs since it had not made itself perceptible. The room was slightly vacant with the exception of a couple of people that Kiyen would not even be on familiar terms with. He followed closely behind the Takikage with mauve colored eyes scanning the room. Not that he suspected anything from these individuals already present but critically, you could never be too careful. Past events made that very clear and thought this was for entertainment; he was not on vacation so he wouldn’t have time to entertain himself. One thing that he could perceive with his plum orbs was that, the Takikage was happy to have finally arrived. He smiled when he noticed it and the beam of happiness quickly escaped his visage.
He could honestly say, he hated the trip here. Hopefully Konoha had some soft beds, and other needed accessories for his Takikage to enjoy or he would simply nitpick about it. Once she found herself a chair he walked quickly beside her and stood. His feet didn’t spoil and he was trained not to be bothered by such things. He closed his eyes and ran his hands through his short blonde locks. Whew, finally, they could have a proper chance to rest. Once they were comfortable, others begin to make their way inside. One eye cracked opened to notice the woman who entered. He was trained to be respectful so he looked over to her with a smile. However, it would come off as a sly grin. It wasn’t necessarily intentional, it was just the way his features appeared while showing cheerfulness, bliss, and delight. When she spoke he looked down at the Takikage and then back to the woman and he would greet her right back.
” Konnichiwa…”
The words slipped through his mouth respectively and once he had given the respectful greeting back he turned his head. Things were certainly going to get attention-grabbing soon enough. The look on his face, his traditional and signature smile, proved that theory.

Luckily for Arashi, she was able to get her pass quickly. Now she wanted to get some of that KonohaGakure Ramen, this, she made a quick statement to the two men she'd been traveling with. "I'll catch up with you guys later. I'm going to get something to eat.~" With that, Arashi made her way out of the building and into the village.

Sukotto IshimaRaikage of KumogakureHitotsu no inochi no owari wa betsu no hajimaridesu... Their trip took longer than he had expected, not that it was so much of a bad thing considering the peaceful conversation the three of them had. The two males speaking about their favorite kind of woman, and the Raikage was no stranger to enjoying women, his age or younger it seemed. They shared jokes, laughed, it was a fun travel for the trio and thankfully none of them had been attacked along the road, which was good, thought the Raikage, that meant perhaps the attacks would never occur. He'd still arrange to meet with the Hokage about the situation that had occurred, but for now they might as well settle in for the Chunin Exams.
He looked over to Arashi who mentioned walking the streets, getting something to eat, he couldn't stop her but he could warn her. He approached her with a smile and nodded, "Would you be so kind as to pick me up a frozen chocolate banana? I've yet to figure out why Kumogakure doesn't make them." He laughed gently, though wouldn't consider it a big deal if she didn't pick him up anything, "Also, be careful, remember what I said in Kumo." That he had whispered to her in a low voice, to prevent being overheard. Backing away from her, he laughed heartily, "Have fun, Arashi." And now turning to Mikazuki he approached, "Come now, we should see if we could speak to the Hokage." He noticed the blonde-haired Takikage enter and a smile crossed his face, but now was not the time to socialize, important matters had to be discussed.

Mikazuki The trip hadn't been difficult, more so long and irritating. All the while, he Mikazuki cross talked with the raikage about 'guy' stuff. That was entertaining, but toward the end of the journey, he realized that they were about to enter the place that he had attacked and retreated from not that long ago. It had to serve as a slap in the face of the leaf ninja, having to look Mikazuki in the face and not attack him due to the restrictions of the exams. Mikazuki was more than capable of defending himself, so that wasn't his issue. If he had been ordered to eradicate the leaf ninja, he would have done so without thinking twice, so this wasn't a situation of not having the testicular fortitude to follow through. He just didn't like the idea of being held responsible for something he didn't do, i.e... murdering a leaf ninja and setting buildings on fire. Even he had to admit, with the way things played out, he was the one who should have had a finger pointed at him.
Just as he was about to continue drifting off into deep thought, he was addressed by raikage. The sudden interruption caused him to abruptly fall back into reality... "Oh, yes. We should... although, I'm not sure how he's going to react. The last thing we need is to get into an all out brawl with the hokage in his own office during the chunin exams..." Mikazuki folded his arms, shaking his head in frustration. It was then that he was approached by a young woman holding two slips of paper. No, they weren't papers, they were visitor's passes with strings attached to them. Apparently, she recognized him as one of the legendary sannin. "... I'm depicted in a school book, am I?" This was somewhat troublesome... how could a shinobi effectively combat an enemy who probably studied him in the ninja academy? "Fml..."

During the long trip from Kumogakure to Konoha, Nao was forced to sit in the back next to all the cargo. There was room up front of course, but the Raikage and her sensei said they had important things to talk about. Though she wasn’t trying to eavesdrop, it seemed like they were talking about what types of women they liked. After she realized that, it was probably for the best that she sat in the back, even if it was uncomfortable. Eventually, the chuunin fell asleep, but awoke when they stopped and a suitcase fell on her head. Rubbing the back of her head, Nao exited the carriage and entered the Welcome Center.
It seemed like just yesterday that she had taken part of these very exams and passed. Taking one of the Visitor Passes, she heard the young girl say that she recognized her sensei from a school book. It was hard to believe that she was actually an apprentice of one of the greatest ninjas of their time, and it was moments like this that she was grateful. It almost made listening to his pervy stories worth it.
“Mikazuki-sensei, why do we need to speak to the Hokage?” she asked. Things between the two villages weren’t always the best, she knew. But it seemed that they already knew of their arrival. The look on the Raikage’s and Mikazuki’s faces seemed to suggest that the matter was quite urgent. Still, the young chuunin had a feeling she wouldn’t be invited to be there when the conversation was going to take place.

“F e a rxx i sxx p a i nxx a r i s i n gxx f r o mxx t h exx a n t i c i p a t i o n xxo fxx e v i l.”▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂▂ The whole journey to the stupid village hidden in the leaves was easy enough. Ringo knew she had to go to the village to pick out who was worthy enough to call themselves ninja. The kindergarteners were let out easy this year. If she had been a teacher, she would have been sure to make them suffer through hell a thousand times over. If the teachings of school were still the same like back in the old days, then this world would be a much better place. Separate the weak from the champions is how she thought of it. Yet, she was one of those champions, her own name was frightening. But she couldn’t exactly show her face among the leaf ninja, especially the state she was in.
Getting there was the easy part; it was the rest of it, which was the problem. Getting through the gates and moving about the place without having someone looking at her was a bonus. Yet, when she arrived to the front doors of the Foreign Relations building, which was her main problem. Nobody would let a raccoon inside that was completely absurd. Also, they wouldn’t allow a swordsmen of the mist either, especially the blue demon. Rolling her black raccoon eyes, she walked around the building and a shady area where she could perform a simple transformation jutsu.
Bringing her hands together, she made the signals and then with a pop of smoke, her raccoon form was gone. Too bad she couldn’t use this jutsu all the time; it would surely solve her problems. Yet when she walked out of the smoke, she was no longer a raccoon. Having white skin, having long black hair and black eyes to match, she appeared like one of the mist ninja. She was even wearing a mist ninja uniform and a headband to match. A ridiculous look, but she had to be convincing to get past these people.
Going through the front doors, she walked right up to the counter, leaning over it and asking “nicely” for her pass. And when she meant “nicely”, it was basically grabbing the guy by the collar of his shirt and shaking him until he gave it to her. Looking about the place, she felt like eyes were trained on her and she found the easiest target. ”What are you looking at? You stupid orange turtle.” Walking past the guy with slightly more red hair than orange, she was going to leave, but couldn’t. She needed an escort after all. Growing irritated, she threw a punch at the wall, which didn’t do anything. This form of hers was only a fake, so she really couldn’t do anything. Underneath that pretty little face, she was all raccoon filled with too much demon.

Shinji's mind raced back and forth on how he was going to handle the current situation at hand. One thought was to go head to head with Mikazuki for what he had done, but he knew this would not show Konohagakure in the way that he wanted. Peace and prosperity were his key notes in leading Konohagakure, but sometimes things have to change. Leaping across the last few buildings that stood between him and the Welcoming Center, Shinji landed neatly before the door inside. Pushing it open, he tucked his robe and hat under his arm and walked inside. Since the Chuunin Exams were about to be underway, he was not surprised with all the tension that was in the room. His eyes peered left and right, taking note on all the shinobi that were in the vicinity. Sure, he could take them all on if he wanted, but there were two particular individuals that stuck out to him immediately. Sukotto Ishima, Raikage of Kumogakure, and Mikazuki Bishamon, one of the legendary Sannin and also the man who laid waste to part of Shinji's village.
As he cleared his mind as to not completely attack Mikazuki at first glance, he casually walked up to the two men. "Gentlemen, I believe we have some matters to discuss. Please follow me." With a quick turn of his body, Shinji motioned the two men to follow him towards an empty meeting room slightly down the hall. As he passed through the doorway, he took a seat at the head of the table, setting his other outfit down beside him while awaiting the two other men to take their seats, "As you know the Chuunin Exams will begin within the next couple of days and as stated perfectly clear as with every year, fighting outside of the exams is strictly prohibited," With that being said he turned his attention to Mikazuki alone, a death glare forming from his eyes, "I'd like to know why you, one of the legendary Sannin and also a past ally of Konohagakure, would attack our peaceful village just days before the exams?" Shinji remained staring at Mikazuki with a stern look on his face, awaiting what kind of answer would fall from his mouth.

The trip from Kumogakure no Sato had been uneventful, Suzuki Ryu, one of the Kumogakure Genin who would be participating in the Chunin Exam sat in the back of the Raikage and Mikazuki's carriage along side the luggage and a Chunin by the name of Koizumi Nao. Despite the fact that he and Nao had spent the entire trip less than three feet from one another, Suzuki had not spoken a single word since their trip began. Choosing instead to stare out the back of the carriage, just watching the world go by, going as far as completely tuning out the Raikage and Mikazuki's conversation. Though, a slight chuckle did escape his lips when the carriage arrived and a suitcase from the top of the pile fell upon the sleeping Nao's head. It wasn't really something you should laugh at, especially when the person you were laughing at was a higher ranking ninja than you were... Of course, Nao was too busy rubbing her head to have noticed the chuckle, at least Suzuki hoped so.
When they had arrived, Suzuki followed the Raikage, Mikazuki, and Nao into the welcoming center, keeping his distance behind them to make sure that he wasn't in the way. When a young woman approached them and handed a pair of visitors passes to Mikazuki and Nao, Suzuki removed himself from the group. He wasn't important enough to get a pass delivered to him, like any other Genin he would have to go to the counter and get his pass and finalize his registration for the exams. Heading over to the front desk, Suzuki presented his identification and signed the 'Arrival' sheet, receiving his Guest Pass promptly and easily. "Thank you." With a slight bow to the person behind the counter, Suzuki prepared to leave. Until he looked casually to his right... Where a rather loud and violent woman had just finished shaking a man by the shirt collar for her pass... She was the kind of ninja that gave her village a bad name. "You shouldn't treat others with such disrespect, it reflects negatively upon your village."

Starring out the window was providing nothing but more hatred towards this building. One punch to the wall was not good enough. The support beams were probably good to hit at as well, knock them around a few times until the whole building crumbled. Yet that wouldn’t be enough. The people would be next. Even if it did appear that she was looking out the window, she was actually analyzing everyone inside. Who knew how they would react if they found out one of the Swordsmen of the Mist as here. They were all wanted S-ranked ninja and Ringo was no exception. Starring at the few who had come in last, she gave them a similar death glare.
If someone gave closer inspection, they could probably see the similarities to what she really looked like or even the raccoon underneath. Seeing some kid go up to the desk made her roll her eyes. Genin were coming in by the numbers for this Chunnin exam. If only other people were allowed to participate. Ringo would have loved to relive all her tests. Blood was everywhere and she always won, because no one was left standing. Laughing in her head she then heard someone refer to her. Quickly she whipped her head around and spotted the kid. Ringo had no idea where he was from, but if he had referred to her like that, then he was practically dead.
She wasn’t trying to hide anything and if this kid wanted to pick a fight and then she was willing to do it. Walking away from the windows until she was practically on top of this bad mouther, she growled. Yes, the similarity of a raccoon could be seen in her appearance now. Standing there, the veins in her hands could be seen and when she opened her mouth, it would have been possible for fire and fangs to appear. ”The whole respect your village thing is crap you little twerp. If they wanted respect at all, then they would have never asked for me in the first place. And no one cares about the Mist anymore, we are only bloodied demons ready for a slaughter, huh? Ya little idiot.” Ringo would have hit him, but that would probably cause the others to question why she was here. Why was she here? Who knew, maybe to cause that bloody demon to come out like before?

The rather angry female walked over to Suzuki, choosing to forego standard civilities and instead practically jump down his throat she was so close. Her argument was valid, it was true that the majority of shinobi thought very little of the mist, especially their old and particularly bloody ways. Of course, Suzuki felt much the same way, he didn't have a good history with the mist... They were part of the reason for his pain afterall. But, that didn't change the fact that they were currently acting as diplomats in a foreign land. Just because the leaf had temporarily become a neutral zone, it didn't mean that the leaf jounin would hesitate to kill anyone who was deemed a threat to the area. Especially when the atmosphere was 'post-attack', this was a crucial time, when everyone had best be on their best behavior or else. Though, this particular female didn't seem to be worried... She must be someone of great power to be at ease with such an attitude... Of course! That must be it... A mist woman, crude, rude, and violent... She must be a swordsman... Or perhaps not... Suzuki had little information on the subject... Perhaps Mikazuki would know.
"Regardless of the attitude toward the mist or your own personal feelings, this is a neutral area, such an attitude will only bring shame upon you..." Suzuki's words trailed off into silence, a slight smile on his face. Slowly he would lean toward the woman, making sure that nobody heard him but her. "You are in a hostile area filled with shinobi that could easily destroy you. You may be confident in your skills, but the Hokage, Raikage, and the Sannin Mikazuki are just down the hall from here. Should you cause a problem, no doubt the three could see to it that you are bested. Do not think that I am threatening you, or that I intend to do anything about your actions... I wouldn't stand a chance. But keep in mind where you are... I would like nothing more than to see the leaf burn... Watch them all suffer and die... But this is not the time to act on such emotion. The Chunin Exams are perfectly timed, at this moment not a single village could act out against the leaf without reprecussion from the other villages involved... Even the whole force of the mist would be erradicated by the combined forces of the other nations." Stepping back from her, Suzuki made about a three foot gap between them before bowing slightly. "I apologize if I offended you."
Motioning toward the door with his hand, Suzuki smiled once again. "If you grow tired of waiting for an escort, might I suggest taking a stroll around the village? I am certain they will not object so long as you stay away from any high-security areas." Of course, Suzuki was right, the village was so scatterbrained right now that there was nobody to notice a single ninja waking around out of place... Just so long as she didn't do anything to draw attention to herself.

Even if they could appear the same age, it still didn’t matter to her. Experience and rank was the only thing that mattered and she was sure to topple him. Growling she wanted to punch the kid or at least throw him through a window. Ringo didn’t especially work well in environments where she felt trapped or for this instance, being instructed in what she should do. Especially from an underling. It was too bad night had not hit yet, because then she could really kick back and show this thing about manners. He said something about her attitude and shame? Heck, Ringo didn’t know the meaning of those words. If shame was brought upon her, then she would just kick it in the face. Yet, looking at this kid closely and past all the anger she was holding back, there was something else. He didn’t seem just like some kid who came here for nothing and hadn’t he come here with some others? Ringo had come in before him, but she was sure he had come with others. Thinking back, hadn’t those people separated themselves?
Backing herself up slightly from this kid, she placed a hand underneath her chin and began to think. Maybe this kid was helping her, not with her anger issues of course, but making her thinks on this manner. Ringo had come to Konoha for some good fights or something like that, but there were high authority people here. If she was captured, well it wouldn’t really matter on the Mist. She was wanted everywhere and the Mist just took her in so she could do their dirty work. Being a swordsmen was a risky job, especially with dealing with issues from the other Nations. Ringo’s head would be on a stick if this transformation jutsu wasn’t working. When her mind was rambling, she hadn’t noticed the kid lean up to her ear and begins to speak some words that were silk against her.
It was true all these important political figures were here and that they could destroy her, but she was a swordsmen incarnate. Threats hardly worked and being afraid wasn’t an emotion. Yet, hearing this kid wanted to see the leaf burn, made her grow a smile. Looking at him through the corner of her eye and she smiled and just nodded to his apology. ”Well brown goat, seems as if you have kept your life in check today. Name’s Apple.” Handing her hand to him, she was going to let him shake it, but then decided against it and placed it behind her head. Of course the name was fake, but who cared. It wasn’t actually a lie when you though about her actual name, just changed slightly. Looking at him approach the doors, she looked back at the people sitting behind their desks. Dead and boring, that is what she thought of them.
Walking ahead of him and out the doors first, she stuck a tongue out at him. ”Taking a stroll is bothersome, unless it’s a stroll through graveyards and the slaughtered dead. But might prove interesting if you come with brown goat.” She winked at him and then exited the building, not waiting or doing any action that asked him to follow, but the choice did stand. Better than waiting around for some stupid leaf ninja anyways. Throwing back some of her black hair her image slightly faltered to show a raccoon, but then went back to the image of a Mist ninja. Today was proving to be interesting…
