Located somewhere within the Land of Lightning's many mountain ranges is a valley called the Valley of Clouds and Lightning (雲雷峡, Unraikyō). It's a water-filled valley covered in clouds or fog.

He gave off a little sigh, sitting behind a large desk in the largest building in the village, scribbling a note to be delivered to the current Leader of the Otogakure. His handwriting was neat, tidy, but fast as he wrote down his intention of a partnership between the two villages, feeling it a superb idea to get the partnership of a smaller village and exchange ideas, goods, services, leading forth to a new way that would be shown as a good act between the Raikage and the leaders of villages not acknowledged to be large enough for their own Kage, including mention of the Chunnin Exams which would be taking place soon. He glanced up from his desk to see the deliveryman standing there, waiting patiently for the letter he would take straight to the village without delay. He dipped the pen in the inkwell and continued his writing, a softer sigh escaping his lips, he had hated this part of his position. He would remind himself to get some fresh air soon after this had ended.

His letter sealed and completed, Sukotto Ishima, the Raikage of Kumogakure read it to himself.
It is with a great pleasure that I write this letter to you, [Insert Name of Otogakure Village Leader Here], for it has been a long time between our last communication. I write this letter to be delivered directly into your awaiting hands and offer a hand of partnership. No. A hand of friendship between our two villages in a hope that together we can slowly dissolve the tension between all villages for a greater good. I ask for little in return from your village, knowing your size has put you at a great disadvantage and for this I wish to open a line of communication, trade of good and services between our villages. You have talented Ninjas that would rival even our own, I believe we could be of mutual benefit to one another, whether or not you yet see the potential of a relationship such as this, I know it holds potential.

It is also with great pleasure that I inform you that the Chunin Exams will be held in Konohagakure in the coming days, for I was not sure if you had yet heard the news. There will be many young Genin there with massive potential to become great Chunin, and beyond, and I sincerely look forward to seeing what Genin will be attending from Otogakure and wish all your Genins the best of luck in achieving Chunin level. I recall when I had first gone through the exams, it will not be easy, but the sound village has churned out many a quality ninja in the past.

I hope you will consider my extended arm of peace carefully before making a decision, hopefully you come to the right decision and we can begin our new era of peace, prosperity, and slowly bring your village to be one of the greats. I have sent this letter along with my best Haitatsuin [deliveryman] and know that there will be no issues with delivery, receipt, or return of any letters delivered or replied with.

He grabbed a damp cloth and wet the top edge of the scroll, quickly wrapping it around the wooden post and putting the symbol of the Kumogakure village on the scroll, along with the official seal of the Raikage to show the Leader of Otogakure that it was indeed an official letter. Sukotto stood from the desk and approached the deliveryman, the two of them holding opposite ends of the scroll,
"I put my utmost faith in you, Arika." He said to the young woman who nodded,
"I will not fail you, Raikage."
"I know," He replied as he let go of the scroll, "Which is why I have chosen you to deliver and return. This scroll contains a hand of friendship to the Otokagure and informs them the location of the Chunin Exams, it is important they receive it as quickly as possible."
"I will be there by sunset." She replied, darting out from the building quickly. As Sukotto returned to check from the window, he could see her, with lightning speed, heading towards the exit of the village to deliver the letter.

He left the Kage's Hut, roaming the streets of Kumogakure with his hands behind his back, nodding to the people who waved to him, the young and old who had respected a powerful man. He smiled as two children darted by playing a game of tag. He glanced towards the entrance of the village, thinking to himself,
My spy should be returning soon, I await news of what is happening in Konoha...

Mikazuki


After hastily retreating from the village hidden in the leaves, Mikazuki finally made his way back to the village hidden in the clouds. His original orders were clear, 'infiltrate and observe.' He was only permitted to attack if he was in danger, in some sort of danger. Seeing as there were now treaties in effect for the nations, things like observing other villages without permission were very common. Mikazuki found himself hopping across stones that lifted up from the water, quickly entering the village without acknowledging any of the people he passed by. With information on what had just happened in konoha, it would be foolish to not inform the raikage. Where is he? ... I doubt he's still in the office. Mikazuki would land on the top of a building, crouching down like a frog who was about to perform a long distance leap. From there, he would place a hand over the top of his eyes and press it against his brow bone. As the amount of sunlight in his eyes decreased, the shinobi began to scout the area.

After a few moments passed by, he spotted the raikage. Like lightning, he approached his leader, landing on solid ground. Again, his movements were those of a man who was in a hurry. His foot steps sounded like a jackhammer digging into concrete, ceasing only when he was a mere 2 feet or so behind the raikage. "Sir, I have a bit of troubling news to relay..."

Another day of chilling out in the village of hidden in the clouds. But how does one chill when you run a hot spring service? Arashi, just getting dressed in her Jounin uniform called out, "Oi, Taka, I've got some ninja-ing to do. Hold the fort for me, mm'kay?" Said the silvery haired female, quickly tying her headband over her forehead and tilting it down to cover her right eye. Before she walked out, Arashi pointed at Taka. "Behave.." She warned, soon smiling and following everything with a wink before making her way out of there.


She was ordered to meet with the Raikage, as she did on a daily basis. Though when she took a quick peek into his office, Sukotta-Sama was not in there. Arashi arched a brow at this, until she heard a slightly familiar voice. Mikazuki, someone who just had a strikingly familiar tone.. With a quick movement, Arashi arrived at the scene. "Ohayō min'na.~" Said the Jounin casually while making her way to the side of the Kage. She placed a hand on her hip and patiently waited for whatever Mikazuki had to say.

The calm morning air felt good upon the elder man's skin, a smile crossing his face as he watched the villagers doing their morning activities, the children practicing their jutsu for the upcoming Chunin exams, today was a good day to be a Raikage. The sun beat down upon his dark hair, the clouds rolling steadily in the sky signaled to the Raikage a calm day approaching, and he couldn't help but keep up his smile. He glanced behind him as his loyal ninja, Mikazuki began to approach. No longer smiling, Sukotto had the air of something bad had happened, and he wasn't happy. As if he had predicted correctly, Mikazuki began off mentioning troubling news.
"I thought as much. I take it your trip did not go as we'd hoped." He sighed softly, glancing to his side to notice Arashi approaching as well. This could be a good thing depending how Mikazuki's news went.
"And a pleasant morning to you too." He nodded to Arashi with a quick smirk on his face, looking back to Mikazuki as he was eager to hear the bad news.

Mikazuki


Mikazuki's normal playful nature was abruptly pushed aside as he made eye contact with the raikage. The tone that his mood created was almost a somber one, but when it looked as though his confidence was completely broken, the ninja lifted his head high and firmly took a bow before speaking. Just as he was about to begin speaking, another person entered the situation. It was none other than Arashi. That was just great, now she would get a chance to hear about the immense failure that was intended to be a quick recon mission. After sighing, Mikazuki lifted so that he could communicate clearly with the raikage. He had not even the time to address Arashi's presence.

"During my mission, everything seem to be going according to the plan I set up, even down to baiting one of the ninja into the forest. I proceeded to allow them to show me their powers, but in the midst of this, an unknown masked person appeared and caused much damage to the leaf. I know what you're thinking... what that have to do with us, right? Well, Raikage, it has everything to do with us. After murdering a leaf ninja and destroying building using lightning jutsu, he kidnapped a leaf ninja and pinned it on me before using some sort of instantaneous transportation jutsu."

The respect Mikazuki showed was only to be expected, and though the Raikage had known the news would have been bad by Mikazuki's actions, he wasn't exactly sure how bad it had been. It was times like these he wished he had a second pair of eyes to directly see where his ninja had gone, hearing the news of the masked ninja and how Mikazuki had become the scapegoat to a murder he had not even committed had brought one word to the front of Sukotto's mind: revenge. If Konoha truly believed that the ninja before him had become the true murderer to a ninja of the Hidden Leaf Village, they would seek an eye-for-an-eye. Sukotto would not allow that to happen.
"Truly distressing, Mikazuki, none more so than the instantaneous teleportation jutsu. That disturbs me like nothing else, I've yet to hear of ninjas who could do that without a substitution." He sighed softly, looking to Arashi then back to Mikazuki, an idea springing up.

He grinned lightly, though the news was most disturbing a solution had already posed itself in front of him.
"I can understand that the Hidden Leaf Village would seek vengeance for this act, until we can sort this out I would recommend a partner, sidekick, someone who can watch your back when you cannot watch your own." It should have been clear where he was going with this, backing away from the two of them, gesturing them closer to one another, "Until this can be sorted out properly, Arashi will be your partner, in case you should attacked by the Leaf Ninja. Mikazuki, soon as you are able I wish to have a written report on the appearance of this masked ninja, down to any markings that may be unusual, I'll attempt to figure out where this ninja came from and if there are more. You two, behave yourselves together." He chuckled lightly as he walked past them back towards his office, thinking deeply on the ninja which had attacked one of his own, murdered a leaf ninja, and vanished without a trace. Disturbing indeed.

Arashi made eye contact with Mikazuki, making sure that he knew that she acknowledged him. He then went on with the particularly disturbing news, which made Arashi slim her visible eye some. That was certainly a bad, but it wasn't as if she hadn't heard bad news before. While listening and realizing what RaiKage was going to do, she folded her arms gently across her chest, and smiled. "Wogata." She responded as the man gestured for her to go over to Mikazuki. Which she did, now standing at his side.


Then Sukotta-Sama mentioned something about behaving. "No promises.~" Said the female in teasing manner. And soon, the RaiKage made his way back to his office. Which lead her to glance over at the well respected Sannin. "I don't believe we've formally meet," Arashi started, putting her right hand out to shake. "Masurao Arashi." She flashed him a genuine smile.


Though Arashi was kind about meeting presenting herself to the Sannin, she felt something rather familiar from him. Unfortunately she could not figure out why she felt she knew him in some way..

Mikazuki


Mikazuki was acting in a way that suggested that he was disappointed in himself, his mannerisms a bit lackluster with a hint. Mikazuki looked up and over at Arashi. Their eyes locked, but the shinobi's lack of confidence in the situation force his gaze to stray off. Once he was looking back at the ground, he began to nod in response to the raikage's orders. The woman was about to be his partner, so at least one positive thing resulted from this complex situation. Sukotto-sama would then turn and pace away, leaving him there with his new partner, Arashi. It would appear that this woman possessed a sense of humor. She probably expected a somber response from Mikazuki, but in the instant that the raikage departed and her hand was extended, Mikazuki responded with gently grasping her hand and kissing the front of it.

After releasing his grip on her hand, he looked up to her with a smirk on his face and an arrogant gleam in his eyes. "I don't believe we have. You can call me Mikazuki, perhaps Mi-san." After introducing himself, he bowed as though he were in the presence of another kage. In all actuality, he was just glad to be in the company of a female after so long. He had also picked up on another detail about this woman, one that greatly aroused his interest. After making eye contact with her one more, his eyes narrowed as though he were trying to read small text on a paper. "Are you trying to hide that sharingan eye?" He asked while assuming it wasn't exactly something she spoke openly about. Then again, he could be totally wrong about that, so he abruptly changed the subject. "Never mind that, we can talk about that later."

He would then clear his throat, but much more than the sound of his grunting voice resulted. Out from his mouth shot a small flare of fire. He had used a fire style jutsu earlier on, so he must have accidentally allowed some of the chakra to remain in his throat. "Ooops..."

The one eyed female could only smirk a little more as he took her hand and kissed the top of it. He then stated his name, then put a little nickname for her to call him by. "My my, I'm flattered." Said Arashi casually. There was no indication that Arashi was shy at all. Considering the books she read, and how bold she was as far as her personality went.


The greeting was well, but when the man mentioned something about her Sharingan eye, Arashi let out a small chuckle. "So my reputation proceeds me, it seems." Of course, she was well known for having a Sharingan eye. How she acquired such an item... Well, lets just say she pretended to suffer from memory loss. Which worked. Though something about Mikazuki saying it was just... He then hastily changed the subject. Which made her tilt her head some.


Only to burp up a little fire.. Arashi blinked, before saying, "Practicing your fire ball jutsu, Mi-San?" she teased. He was a Sannin, of course he didn't need to practice. This raised a bit of a red flag, though at the same time, the way he portrayed his situation in the Hidden Leaf Village... Arashi put it in the back of her mind. "I'm ready when you are.~"

Mikazuki


After burping up that fire, the shinobi began to tap the front of his chest in order to regulate the remaining gas. It worked for the most part, so he was able to go on with the small talk they were engaged in. She teased about him burping, so he chuckled a little. To say the least he, he was a tad bit embarrassed, but this was hardly the time for a touching bonding moment, so he was forced to proceed with a more professional approach. "Heh, I don't know why that still happens. But we should be getting ready to leave for the leaf village. Despite the fact that they were just attacked, they're still hosting the chunin exams. We wouldn't really need to go had my mission been a success, but now we have no other option. When Sukotto-sensei is ready to depart, we will make our way back to the hidden leaf."

He turned to walk away, positioning himself to take off, but before he did, something popped up in his mind. "... You know what?" Said the shinobi as he turned back around to face his new partner. "We should actually rush him to get ready... the exams are actually getting ready to begin as we speak." Instead of heading off to do whatever it was he would have done, Mikazuki darted off in the direction that the raikage had went in. He intended to do exactly what he proposed, and that was to rush the raikage so that they wouldn't end up arriving during the exams.

He left the two alone to mingle, he hadn't known if they had been acquainted beforehand, but he had a hunch that they hadn't. For now, he would allow those two to get a moment to know one another and, if he had been correct, they weren't going to end up bitter rivals felt forced into something. Thankfully, he knew them well, well enough he had quite the thought that they would not only get along well, but become fast friends, an idea cemented as he spied on them, only a tad, but enough to hear their conversation was a pleasant one. With a smirk of satisfaction, the Raikage began his trek back towards his office, the thought of what would happen the moment they stepped foot into Konohagakure weighing heavily on his mind. For now he had no choice but to know that, for the duration of the exams, no harm would come to them, a bad example it would show to the children. However he couldn't help but to assume that perhaps the Leaf Village's disdain for the Cloud Village after a murder of such a nature would outweigh the peace the Chunin Exams would bring. For now, he could only assume the worst to better prepare for whatever would happen.

Sukotto made his way back to the Office, knowing the trek towards their neutral zone of the Chunin Exams would happen quite soon, preparing himself in his Raikage uniform as he would be required to dress his position, a high position indeed. He took little time to prepare, his garb on and ready with more casual ninja garb underneath in case something were to happen. As typical of the Kumogakure ninja, he found his favorite sword, a thin but long blade with the symbol of the Cloud Village upon the steel, a blue and purple hilt and lightning bolt shaped guard. Custom-made for him some-odd years ago by a now-deceased bladesmith. Placing it underneath his robe, the thin scabbard and sword design allowed a concealed appeared underneath, though to avoid any problems he would cease carrying it once in Konoha.

Ready for leave, Sukotto cracked his fingers and locked down his office, going to find Mikazuki, not surprised to find him and Arashi already tracked down the Raikage in preparation for leave.
"I want you two to be careful while in Konoha," He warned, "We may be in a neutral territory for the duration of the Exams, but if the murder of their ninja weighs too much on their mind I fear that something may happen, with or without the Hokage's consent." A grim warning indeed, but one he knew they hadn't even needed to hear, Mikazuki no doubt already have worried of retaliation. "We have a long journey to Konohagakure." He sighed softly, though with a smirk on his face as he stared to Mikazuki, "I have to say, Mikazuki, that despite the outcome of the mission you did your part well. Hopefully the Hokage will be willing to listen to my words and we can get you out their sights for the murder. For that, though, I may need you with me, I have a feeling the discussion may not go as strongly as I hope." He did indeed plan to speak to the Hokage, though he would have to openly admit he sent a ninja to the Leaf Village, he could collaborate a story with Mikazuki on a innocent why and hopefully, after all was said and done, get Mikazuki off the hook for a murder the Raikage didn't believe he caused in the first place. "Let's go." He told them as he began walking the path to Konoha.
