Personality: Sukotto is one who is never failing in his duty as Raikage, always diligent with his duties, whether it be collaborating between the other Kage or taking a leisurely stroll through the village to ensure all is well, or assigning missions to which teams, Sukotto does it without complaint. Unlike most Kage, Sukotto is always training to continue his ability to be a top ninja, not for himself but for those in his village. He seems to have a deeper connection to the village than a lot of other ninja living there, and he takes great pride in keeping his village safe, even if that means fighting on the front lines. Sukotto is cautious, though, he knows he's getting to be quite old and is aware that someday he'll have to choose a successor and that someday his training will come to an end and that he'll retire. Until then, he's not one to stop.
He connects to the younger ninja with laughter, jokes, and a sense of youth, he is often thought to be a fun/funny grandfather figure to the younger ninja of the village, and with his position is never one to pass up an opportunity to give high praise or even challenge a younger ninja to a duel, perhaps unseen among other Kage, Sukotto does take massive pride in being active in the community, even having gone so far as to be willing to teach his own team (that idea, however, never took off as his peers would not allow him to shirk his duties to train younger ninja).
The Raikage has a very serious, almost dangerous side to him, shown in battle even against younger ninja, he's a dangerous opponent despite his older body, and even the younger ninja have had a hard time keeping up with him. He does enjoy battle but not as much as other ninja may, he merely enjoys the thrill of teaching, even his opponents he's prepared to distill a lesson on, even if it why one should never underestimate an older man.
Sukotto is a fun individual, even with his responsibilities he's never above taking time out to enjoy a good laugh, but be careful not to cross him, when the jokes have ended Sukotto is known to forgo the enjoyment and fun for a serious edge. There is a reason he's a Kage, he would prefer not to show you why.
Weapons: The traditional ninja weapons: shuriken, kunai knives, even so far as to be further "traditional" than that with a katana, sometimes utilizing a kusarigama in battle. Proficient in every weapon named, Sukotto is a dangerous opponent.
Occupation: Raikage of Kumogakure (Village Hidden in the Clouds)
Jutsu: Being over 50-years-old and a Kage, Sukotto Ishima has a wealth of Jutsu techniques such as the standard clone technique (more below), the transformation technique, the substitution jutsu and more, a vast majority of them involving lightning, though he has few other techniques that allow him dabbling in other elements. The list of his abilities with various jutsu would be far too great and long to list here, it would be better to list what he does not know, than to list what he does. For handy reference, assume Sukotto knows every lightning technique known to the universe.
Sukotto has a unique Summoning Jutsu to summon a giant bird called an Osprey which can hurl lightning bolts at an opponent from above and create wind storms. Sukotto is able to control this beast himself, riding it long distances. This summoning jutsu is called Kyodai Misago (meaning Brother Osprey), affectionately referred to as "Kyogo". This giant bird is large enough to comfortably allow Sukatto to fly wherever he wants, capable (though not having one) of holding a large king size mattress on the bird's back. The Osprey is certainly a formidable summoning jutsu.
His other unique ability is the Shadow Clone Technique, which Sukotto claims to have learned when he was a young boy. This technique is different from the clone technique as this allows him to create an actual copy of himself, however, unlike other shadow clone techniques, Sukotto makes one clone and it's not an exact copy. He creates what he calls a Nega-Ninja, more personally named the Dark Sukotto; with dark skin, red eyes, and what can only be described as bloodied claw marks on the skin of the clone and still bleeding scars. The Dark Sukotto is much like any other clone, only utilizing the darkness in Sukotto's personality for more fierce, dark attacks, going for lethality. Dark Sukotto is what Sukotto describes as his dark personality born into a flesh-and-blood body for use during battle, fighting alongside him. There are some rumors that state the Dark Clone Jutsu is not so much a clone as it seems...
Signature Moves
Lightning Sword: Static Blade
It is one of Sukotto's signature attacks, as he is hardly ever seen without a sword or blade of some sort (make no mistake, even without he is still powerful), but this "attack" is actually a beginning to a series of blade-lightning related techniques. Performing a specific hand sign he charges his blade with electricity, if stabbed into an opponent the lightning is released for a taser-like effect on top of the stab wound. Likely non-fatal, and can also be used if the blade is sliced against an opponent, even if the slice is no more worse than a paper cut. It is a non-lethal technique but leads into...
Lightning Sword: Static Arc
A two-part attack, which comes from Static Blade and a standard lightning style caused by a bolt of lightning shot from the sword to the sky. It darkens the sky above the battlefield and brings down a lightning bolt to strike the weapon on top of the lightning already released into the sky (ground-to-cloud strike), all the while this is happening the sword his sliced in any arced direction for an arc of electric energy towards the opponent. Not a sharp arc of electricity, it won't be cutting through opponents, but the amount of power the attack has (despite the "static" name) is sure enough to cause massive damage and likely just as massive burns to the opponent.
Lightning Sword: Electric Playground
One of Sukotto's favorite attacks, this takes Static Blade and stabs into the ground (even with him on it) and no matter the terrain charges the ground with electricity, which could be harmful to anyone nearby the attack is not aimed for. The attack, however, is not a simple "cover the ground with lightning" technique; whether or not the opponent is hit by the beginning stage is a moot point, as Sukotto can direct the power in the ground to swarm at the opponent like spears, piercing their body with electrical energy. This can either be fatal or non-fatal depending on the speed of the opponent and how lethal Sukotto's attack is. As though this wasn't enough, should he miss completely, a second chance (or third depending on your view) comes about by exploding the electricity and showing the area in painful sparks. Enough of these is capable of rendering an opponent into a fit of spasms and generally can disrupt an opponent. As one would imagine Sukotto is immune to the effects of the attack, and a simple jutsu attack is enough to cancel the sparks as they are pathetically easy to dissipate as long as one's body is not used to do so. Think of a cluster of sparks as a taser.

Biography: Sukotto's background is one of rumors and speculations, his birth place is not one that's publicly known, his home in Kumogakure may be a home he stumbled upon later or accounts of his birth in such a place could be true. Sukotto is open about much of his life, but not nearly as much as those who ask wish to know. Born to two (supposedly) loving ninja parents, he claims they were murdered but never how or why. He claims to have left his home in grief and ended up so far gone he nearly died of starvation, all at the age of 7. Found by a young woman who barely qualified as 3 times his own age, Sukotto and the young woman made quite the bond, sometimes even hinting romantically as they aged. Sukotto freely admits it was this woman that taught him everything he knew as he aged, survival techniques for how to feed off the land and how to use the art of stealth rather than brute force, utilizing agility rather than power to better keep your opponent moving and tire them out faster.
Two different accounts of Sukotto's life suggest he stayed with the woman until he was 14, and the other suggest she died when he was 12 and by 14 he had gone to/back to Kumogakure where the story merges into, at 14, he sought training in the village. His story takes no known twists until 16 when he (for again, reasons unknown), he claims he left the village a second time, vowing to never return. Obviously, his claim is false as he's the current Kage, though why he left has yet to be specified and those who would know have all been supposedly killed.
Another few years in the wilderness and Sukotto admitted defeat and returned to Kumogakure where he became Kage at 27 when the elder Raikage was defeated in battle by Sukotto himself. Though initially Sukotto was disliked as a Kage, three years down the line opinions changed and Sukotto was accepted as the village's leader and went on to (so far) another 20+ years as Raikage in peace, determined to do two things: 1) Keep himself trained to avoid becoming a frail old man (supposedly the reason his parents died) and 2) To keep his village safe, even if that meant battling personally.
Much of Sukkato's life is not so much a mystery as it is unsure the truth from fiction, for the most part questions are rarely asked of him, people don't seem to care as he's been a rather impressive Raikage and a powerful ninja, and it's assumed that the reasons for the misguided truths (or full out lies) are because of tragedy. Many accounts state Sukotto was born in the village, many state he found the village later, many accounts claim he murdered his parents, his parents were murdered by rivals, people have been killed around him, there are a variety of rumors surrounding him and no one has been able to get the truth out of him...yet. Perhaps the Dark Clone Jutsu has the answers...
