As our story begins, nothing special is going on. The new ninja students have nearly completed their courses and are preparing for their final exams while everyone is getting to know each other in the process. The hidden villages aren't exactly communicating clearly with one another as they should be doing, so everyone is on high alert. Everyone is watching, plotting, fearing the worst. There have even been cases of ninja snooping around villages other than their own to gather intelligence. This is obviously an act of betrayal and raises suspicion. Not only is this dishonorable, but it is considered a punishable act in some villages.

People are acting out of paranoia and are provoking random spurts of violence. With no definite treaties or laws concerning travel between villages, things are unstable and the level of safety is questionable.
