Welcome to the workplace of the Kagamikage. Its not so much a tower, but since all the other kages have towers, most people just refer to it as such. Its actually a two story building built into a hillside, so it has a grass roof and all sorts of climbing plants grow up the side.
Yuuko's office is on the second floor as well as the archives. The first floor is more for general affairs such as collecting pay after a mission or for patrons to come to hire shinobi. Its not a very busy office since Kagamigakure is still largely a real 'Hidden Village' in that no one knows about it.
