Kusagakure is a place with many secrets and the village is very protective of those secrets. Many of the villagers don't even know all the secrets. Especially since, Kusagakure is a village still without a kage. The village is mostly under the power of the Daimyo of the Field country and under the influence of Orochi. (But, you're not supposed to know that) But besides that, in order to protect these secrets, we ask that you sign in at the village gates if you are not a native of the village so that we can be assured that you are not a spy of some sort.
