If you walk into a book store, newsagents, whatever and you pick up a book, maganize, newspaper, etc and you read it in the shop from cover to cover, put it back and walk out without paying, is that stealing?!

To be stealing it must leave the premises without the consent or knowledge of the store owner/manager.

as long as it is still in the shop it is not steeling, but the store owner will mostlikely stop the person from reeding it and complain for them to buy it

Yes, you will probably be asked to just buy it or put it back and get the f*** out of there, but that's just because people are generally rude sad

A few years ago, I think it was about three years ago, and i have a cat. we were at the vet, because my cousins cat just got neutured (idc how you spell it) and i saw a pretty cat collar, i picked it up, and then we left and i forgot i had it and i just left with it.
