Yumi Fushito - Head of Council
No one can recall a time when there wasn't a Fushito at the head of the ruling council for NY-107. Indeed, some elder residents claim that Yumi, an enchanting porcelain beauty claiming an age of 39, hasn't aged a day in their entire life. She claims heritage with one of the members of the Fushito-Davis Corporation's board of directors (whom, surprisingly enough, was also named Yumi), and as FDC's Fushito family passed the reins from matriarch to eldest daughter, Ms. Fushito commands NY-107's leading council, with very little argument to the contrary.

James MacPherson-Barrie - Head of Security
A surprisingly quiet-spoken man, this descendant of British tourists to America bears three parallel scars down the left side of his face, one eye being permanently blinded. At age 47, he truly appears at least a decade older, with grey hair turning white and the weight of stress written over his every expression. He alone amongst the councillors has no apartment in the Residential Wing.

Ophelia Running Brook - School Headmistress
Still beautiful at the age of 50, raven-haired and brown-eyed, this descendant of the Lenape Native American tribe is the waking fear of every child attending the NY-107 school system with her stern, judgemental gaze and strict discipline.

Father Benjamin Graves - Keeper of the Faith/psychological counsel
The youngest on the council at 31, this charismatic man leads the spiritually minded in services every Sunday and counsels those who need psychological assistance in his office every other day of the week. He is tall and spindly, with black hair. Traditionally, the pastor chooses his successor before the age of 40; traditionally as well, the lead cleric succumbs to life's final payment by the age of 45.

Eliot Graves - Maintenance Superintendant
The elder brother of Father Graves, a man of 38, built solid as the earth with a short, barrel-shaped body, blonde hair, and huge meaty hands. The only similarity between himself and his brother are that both have "hetero-chromia" (irises of different colors (usually green and blue or brown and blue). He Is in charge of all simple repairs in most of the shelter's wings.

Emily Marie Piett - Chief Engineer
Proud descendant of a long-standing French family or brilliant architects and engineers, this woman, aged 37, of blonde hair and brown eyes, commands a crack team of capable men and women who strive everyday to keep the power plants running and the water pure. It is rumored she craves "softer flesh".

Chaim Rosenberg - Lead Scientist
Hailing from a Jewish family who once had a corner on the East Manhattan diamond trade, Chaim, 58, appears to be the eldest member of the council. His expectations of apprentices is higher than most, which is why he has yet to choose a successor. His investions over the last ten years has made life much easier in NY-107.

Sandra Fulgado - Chief Medical Officer
Her family hailed long ago from the land of spice and birthplace of hinduism, although she is strictly atheistic, relying upon her skill and not "miracles" to heal the body and mind. Coppery skinned and ebon haired, this woman of 43, married and with two children, has been thanked countless times for her medical expertise and every member of her staff owes her their lives.

Mercer Killstrom - Economical Administrator
Though he is short, stout, and red-haired, Mercer, 50, a shrewd business man if ever there was one, claims a proud heritage of mighty viking warriors. His council seat is merely a formality, as the shelter has no real currency to speak of, however the council head demands that there always be an economical advisor.
