The village is recovering from a war. A two-fronted war against three opponents. It was Takigakure against Otogakure in the East, and Takigakure against the combined forces of Amegakure and Kusagakure in the west. It is a miracle the village was able to protect the country. Being an already small country, there weren't many resources to protect it with. The lords of the country hardly knew what to do, not having such a conflict since the Akatsuki but the Akatsuki hadn't been 'their problem'. The only people fighting were the ninja of Takigakure and were even scolded and punished at the end of the war by the daimyo for creating such havoc.
It is assumed the war was over the Hero water, something produced only once every hundred years. The leader at the time, Shibuki hadn't used a full dosage and had some left so, that must have been leaked out of the village. If grasped a hold of, even if not a full dosage, it could strengthen chakra levels at least ten-fold. If not used, it could be experimented with or examined to find the secrets - maybe produce it at a quicker rate. But whatever the reason for it, Otogakure couldn't get their hands on it when Shibuki used the last drop to protect the country of Waterfalls, sacrificing his life with it. Damage to the country of Waterfalls has been quickly recovering, minus damage to the environment. Buildings have been rebuilt easily as there wasn't too much direct attack to the village itself but, it's the mentality.
The village is a very happy place, bustling streets and markets. For a place recovering from a war, they're in brilliant shape. And the 'First' Takikage believes the country is safe from further troubles for now. He has reestablished treaties and alliances with leading countries so, he is confident they will be alright.
