I believe that it should be Kanto, Johto, Hoenn related pokemon permitted in either Kanto or Johto (favregions).
Or just Johto with Kanto and Johto region pokemon for simplicity.

I do not believe it should be set up under 'good guys - bad guys' terms. Those terms are by perspective.
There should be a certain degree of predetermined as we'll need specific characters for specific roles, but otherwise loosey goosey. Variety is super encouraged. We can't have fourty boy-teens romping around with their Charizards and blowing stuff up.
We could possibly have a numbered slot of characters, like only two are allowed to be just starting out as trainers, 5 are allowed to be in other organized and specific fields. Several for actual Gym leaders if there is to be a conflict with them, otherwise NPC if not taken. I think that the leader of team rocket should never be introduced and used as more of a plot getter goer. There will be the occasional post of a phone call from him towards a particular character or unknown meeting, but should not be claimed by a specific person. It should instead be more at random and by throwing out plot twists from the Rocket members that we have.

Both Character and plot oriented because the plot should be focused on the actions of Team rocket and the scientists, but as things go down it may go wrong aaaand thus the plot starts up and more people get invooolve.

I've been aching for a LITERATE Pokémon roleplay, so I would TOTALLY join if you made one. Seriously. And, to be honest, I'd prolly be one of those teen boys with Charizards blowing stuff up. x3

In all seriousness, though, it should prolly go along the usual game theme: you start off with the professor, then go along to become MASTAH and save a few legendaries from the evil Team Rocket. :]

In all seriousness, there should be a few starting trainers, but everyone else should be trainers, breeders, gym leaders, rockets or what ever they want going on with their actual pokemon daily life. It provides actual diversity and conflict that isn't /just/ npced. Plus, it actually provides a back bone to the story and actual realistic lives to feed off of. They aren't all the same pixel icon of an old man in every town, I swear.

As for Secret bases and HMS, I think that having updated moves and things like that is totally plausible. xD
Like, If you're pokemon is a giant turtle and it doesn't have the move swim... Shiz, it can swim and we know it unless it has a bizarre fear. U8

Secret bases is the same way, you shouldn't be required to have the special skill or item. xD

Team rocket should have had a stretch of time where they weren't heard of at all, but during that time were organizing thefts of money and technology and funding experiments and shiz. 8D
They should host a festival under another name and have fo'sho rocket propaganda. At the closing of the festival, they should be having a contest of strong pokemon and what not, then snatch 'em from their trainers (possily three fully evolved original starters, just for kicks?)! U8<
That would be the start of angry trainers/gymleaders towards team rocket again. Soon afterwards, the Admins would be using those pokemon themselves, nearly controlling their actions with collars and things, just in case.
Theeeen those three admins would some how have been organize in cloning Mewtwo and shared him between themselves

Should I include all Gym Leaders in this role play? I don't want to have a bajillion spots since the aren't too many people in this guild... O:

I'm already not including the Elite 4.


EDIT: If I do include Gym Leaders, should they be NPC'd in case there are trainers taking the league challenge? Or should I just NPC most of them and have a couple up for grabs?
