((I'm almost certain this is the right Forum to ask this in...))
I've seen the normal sparring bags, where you can practice punches on and front/back/side/roundhouse/[more kicks that I don't know about] on. Is there a sparring bag (preferably standing horizontally) that could be used to practice axe kicks on?
I'd rather practice on a bag than just doing the kick on the air, since I can't gauge the accuracy or feel the power of the kick when it just lands on the ground without hitting a target on the way down.

First, a disclaimer. It is extremely dangerous to practice an axe kick without lots of supervision, so make certain your master or his designated proxy is around before you try this. The tendons in the knee and ankle can get really badly messed up if you do it wrong.
It's really extremely simple. Most hanging bags can be removed from their hooks, "bob" dolls can be laid on their sides, as can standing bags. So all you really need to do is lay the target in question down on the floor to simulate a downed opponent. If you want to simulate something higher (say, the clavicle or shoulder of an opponent) then you'll need to find and pad a post of some kind that stands roughly parallel to the ground at the appropriate height. I recommend low, strong tree branches with several layers of foam taped to them. I'm not aware of a professionally manufactured product that can perform the simulation in question, however. A tolerant, willing trainer might place a pad on their shoulder, but this is supremely dangerous.

Bas Rutten's Body Action System - At Home Workout For Everyone This is assuming that you want to practice for say a standing opponent ... If you want to practice on a downed opponent ... go with quiet's suggestion ... just put a heavy bag or B.O.B. (Body Opponent Bag) on the ground ... but and this is especially true with the heavy bag (primarily canvas ones) ... make sure your kick lands on the squishy part of the bag ... if you hit the bottom of the bag (which is pretty hard due to the sand drifting to the bottom) it will hurt like hell ...

Forgot to mention, might want to wrap your foot and ankle too, for bracing purposes, because if you do hit the hard part of the bag as Baka points out, you can very easily break the tarsus or the metatarsal bones in your foot, which is painful.

@ Baka, Quiet: Believe me, I'm never practicing on a B.O.B. until I advance a bit more in belts. >_>;
I was at my Tang Soo Do class (I'm not too sure if "Dojo" is the right word for it), and we were practicing the hand motions of knifehand blocking followed up with a chop to the neck/temple. My dad had a normal sparring bag, another white belt had a sparring bag, and I had a B.O.B. to practice on. By time the exercise was done, my hand was beet red from hitting the target so hard. It was like chopping a thick sheet of plastic! Dx
*May try to get the training stand that Baka Posted, if possible*

Think there's some manner of reinforcement in the neck to hold the head upright.
