Maybe "rotate" wasn't the right word?
Anyways,
My daughter is now four months old,
And she got a new car seat a few weeks ago.
I know I have a LONG way to wait before I'll have to rotate her to front-facing, but when exactly should you rotate the car seat?
I've heard that any child over three should be rotated,
But three years old seems TOO LONG to wait.
My mom says that it all depends on weight and height, and any child under 20 pounds must stay rear-facing, regardless of age.

I can't remember either. I seem to recall someone saying it's based on age, and another saying it's based on height and weight. Have you checked online/asked your doctor?

http://www.car-safety.org/rearface.htmlAt least until their 1st birthday AND 20 pounds but is suggested to wait longer. If you were to get into an accident, forward facing babies are likely to have more neck injures than rear facing.

Yeah its usually based on height and weight... I had to turn my daughter forward before her first birthday because be had exceeded the height requirement but weight wise just barely there! I make giant children it seems.
