The Avatar Temples are shrines for the Avatar. They are first shown in The Southern Air Temple, when Aang triggers the Avatar State and the statues in all of the temples start to glow, letting people all over the world know that the Avatar was back.
So far, it has been shown that every nation has at least one Avatar Temple. During the Winter Solstice, Avatar Roku destroyed the Fire Temple when he was being channeled by Aang. Also in the Earth Kingdom shrine you can see someone meditating, so the temples could also have been a quiet place for concentration.

Monk Hirako walked up where Aang was.
" Master, how much do I repay you. "
The Monk got his knees then bow before his Master.
" Thank you... I wouldn't be here without you and your friends...
What should I do, I fell something disturbing me.. Something about a War or something Chaos will go on again. "
The Avatar Aang statue glowed blue, then the rest.
" Hello, Monk... The next Avatar is going to be in the Water Tribe... The person is already born, you have to find him, Monk Hirako... "
The Spirit Image of Aang disappeared, then all the statues went back to normal.

Monk Hirako got up then start to walk away.
" Yes Master, I will obey your order. "
Shinji walked out of the Avatar Temple.

Fire Nation Colonel Luo Agagisan peeked into the room. "Hm... they must have forgotten to close the doors or something." He saw hundreds of statues of past Avatars. The Avatar Cycle was Water, Earth, Fire, and Air. He could see the recent Avatars in the center of the room. An Air Nomad nun, with the front half of her head bald, was Avatar Yangchen. A fearsome Water Tribe hunter with a headdress made of bear's skin and a short beard was Avatar Kuruk. Avatar Kyoshi was a woman with makeup, a pair of fans, and a strange semicircular headdress. Avatar Roku, Luo's idol, had long hair and a royal Fire Nation headdress. Avatar Aang looked no different than he had been from real life.

Colonel Luo Agagisan smiled as he walked around the room, admiring statues of past Avatars. He faced Ria. "Hey, isn't the new Avatar a Water Tribe member? We've got to meet him! Let's start at the South Pole to find the Avatar!"
((Actually, it's the same order. You just started with Air, I started with Water. Officially, the Avatar Cycle starts with Water.))

((Face Palm, Once the Avatar masters the Four Elements, namely Air, Water, Earth and Fire, and also masters the Avatar State he or she is commonly noted to be a 'Fully Realized Avatar'. That is the same thing as the cycle, your suppose to master Air first meaning that Air is the first in the cycle.))
