This is pretty much where you can set up mecha, in the section for the armada, and soon, you may learn what to do, in terms of creating mecha.
If i find an officer meant to keep in check this section, he may teach you how to create a mecha that's worthy.

I could do that.
Even if I can't draw very well I could at least mention potential flaws with certain systems and such.
