if people dont lower their lv when the crew leader tell's them to they should be kicked, but in this case almost everybody that denies the leader is kicked lol

What's really bad is if, intentional lack of lowering or not, you enter a dungeon that scales.

My first run in Stone Coatl was like that. All but one person was within a few points of CL 8.0, and the last person, a CL 10, forgot to supress. Can you say osht? Shockingly, we actually survived to fight the Coatl proper, though it ate our collective faces.

It probably helped that we were in easy mode with 6 people.
