Why is that hat not on his head? I can tell it isn't but not why.

It has no thickness, it presses close to it's head without depth. See how it cuts into the hairline by the front of his face? try bringing that out a bit more and see how that looks.

If this doesn't work, try also curving the rim of the hat more to make it more rounded, giving the impression of a rounder head that it rests on as well.

Also, proper shading would go a long way if you plan to color this.

the lack of detail is making it look flat. just adding another line parallel to the one showing the hat's place on his head will probably do wonders.

It doesn't fit the contours of the head. The flaps have no depth/thickness and look like paper. The material of the hat also has no texture.
