Mr. Burke. Even though I killed him for his sunglasses
I really liked his personality and how classy he was. Just the way he talked and presented himself was rather neat in my opinion.

See, the problem with this, is what constitutes a villian? You can make enemies outta everyone. If you're evil noone but the bad guys likes you, and once you shoot someone enough, they hate you. If it had to be a person who always hates you, my fave would be Eden. He's so quotable and such. I also love Calvert from the Point Lookout DLC, he's annoying, but he's naive and corny, all the more satisfying to murder...

Mister Burke, he is the only evil oriented character that had any modicum of civility and business, not some rag tag idiot raider. He's like a faded memory of a prewar hitman or something.
