The Purpose
The purpose of the council is to come up with new ideas and reforms for the pack. They serve to make the pack a better place for everyone. The council may come up with laws and such, though the pack leaders can veto the propositions and potentially harmful laws from passing. The council does have a lot of power in its own right.

This also means that the owners of the council members can suggest ideas for changes and such during council meetings.

Council members are also charged with helping new members of the pack to adapt to life in the pack. They are first with the Clan Diwani to learn the clans and clan system. Then they are charged to a group of Rank Diwani to learn the basics of each ranks and decide upon one. (This may be RPed out or assumed.)

Specifics
The council will have two different sides. Clans and Ranks. The general ranks need a say as well as families. With this, only two council members can come from any one clan.

This is how it will work.

The Clans will have their say in who they want their council member to be - they will be groomed from pup-hood to be the best representative of the clan. If the pup is too young, one of the clan-heads will act in this position. The Ranks will also have one (usually the best, or close to the best) dog/hyena to represent the rank. If they need changes or such in the rank, they will inform the council and will be able to vote on such thing.

All council members must be adults - no exceptions, though Diwani-a (Tarajali) may sit in on meetings to see how they work.
