I kind of see where Eventide Hunter is coming from though, if there are already means of enhancement, why would the government waste tax payer dollars making a new one when there are so many other things that they already have to waste it on?

i think the concept is simple. the government attempts to make super-soldiers, and utterly fails. thus in the process creating zombie like death machines.
