The region of Hoenn.
It has been many years since the rivalry of Brendan, May, and Wally, the three most revered and recognized trainers in all of the region. The former gym leaders that those three faced have long since retired, leaving new gym leaders to take their place. Trainer registrations have skyrocketed, the necessity of defeating the Elite Four entering the minds of many people. Team Aqua and Magma have long since been disbanded by a force of police officers.
Although not common in knowledge, a new underground crime syndicate has started to form. Its presence is kept in utmost secrecy. Any traitors, or suspicious members thereof, are dealt with severely. The organization is subtle enough to leave no solid evidence, and its agents smart enough to resist being captured. But once a sickly Pokémon was found outside of Petalburg City, the general populace began to get suspicious. Professor Birch and his team of Pokémon experts were dispatched to tend to the ailing Pokémon
During the night as Professor Birch and the other Pokémon experts slaved to cure the ailing Pokémon, something happened. An explosion occurred; a large explosion of black energy and electricity. In a mere matter of second, Professor Birch's laboratory was gone, along with Professor Birch himself and his assistants. The denizens of Littleroot Town, men, women, and children alike, gathered around the crater that night, terrified. And soon the next morning, the entire region of Hoenn was as well.
A man from Oldale Town had come to investigate himself. He examined the crater that was left where Professor Birch's lab used to be and smiled sadistically. He hid his face in his coat collar, whispering:
"The experiment was a success. The operation is ready to initiate."
He walked away from the crater, living the other civilians to stare in awe.
