Yeah he may not be tough physically but when you control sand.... AND LIVE IN A DESERT! Thats a hard thing to beat.

I find Shikamaru to be alot like myself. I have a IQ 6 deviations above the norm and at times I like to just stare at the clouds.

Well no not compared to the akatske but he is stronger than anybody else his age. You got to remmember he is really young.
