Alright so how hard do you think it would take for a Upright bassist to find a band to join in England about 7-10 years from now?

that would depend on the scene in england in 7-10 years, and then to find A band... not so hard... to find a band you feel is right for you and so on, I don't know.
And we should also think of, your ambition in playing and the bands ambitions, if you just join a band with no ambition then would it be fun in playing in that band?
If we say that the scene in 10 years is big then finding a band wouldn't be so hard, or atleast gather persons to play in a band with you...
If on the otherhand, the scene is dead and there's no motivation... then finding a band or persons to play with could be pretty hard.
BUT, as I mentioned first in 7-10 years it depends on the scene and your experience. If you just go to england to join a band... Then that band probably want an experienced bass player. And 7-10 years is a long time to gain experience in too...
So, I don't think it will be impossible, but you should think of it as hard and close to impossible. Then you won't feel disappointed if it dosen't work out.
