Neither would fit for Tomoya. This would be my casting: (Funimation)
Tomoya - Justin Cook Nagisa - Laura Bailey Kyou - Luci Christian Ryou - Luci Christian Kotomi - Kira Vincent-Davis Fuko - Brittney Karbowski Yukine - Catlain Glass Sunohara - Todd Haberkon Mei - Carrie Savage Akio - Jay Hickman Sanae - Colleen Clinkenbeard Yuseke - Vic Mignogna Ushio - Monica Rial
Eh, it may change, but this is what I got so far...

I'm probably thinking way too much in to it, but I tried keeping within the voice talent's label.. Well, voices that are most notable in the majority of work licensed by a specific group. This is what I'd think if Funimation licensed it.
Anyway, the guy you're thinking of is Steve Kramer I think. He did the voice of Shamisen the cat in TMOHS in the one line he had during the festival movie.
