Let's see....
1. Clowns(they are creepy)
2. The town I live in(Looks like Silent Hill)
3. Escaped Asylum inmates
4. Small furry woodland creatures(jk)
5. Sports Mascots('nuff said)

-zombies
-a town or city full of zomibes,vampires,monsters anyone of those really
-a monster armed to the teeth with ammo and powerful guns
-phyco people
-ghosts
-mutants
-gaint monsters
-a formchangeing monster so if you think its dead it really isnt
-becomeing delusional seeing things that arent there when surrounded by enemeis
-wacthing young innocent people turn into killer creatures(like Lisa from RE)
-enemies brusting through walls ceiling and the floor
-your trusted allies dying(when trying to help not like Jill you stands there and dose nothing
-taken prisoner and lossing all weapons
-being betrayed by a teammate or leader or loved one
-trapped in a room with a boss with no weapons
-a time limit to get out of somewhere before it blows up
-traps like rolling boulders(cue indian jones music)needle walls needle ceilings closeing walls and ceilings
-and if not a town or a city at least a huge house with zomibes,vampires,monsters
-mybe some crazy a** cult i dont care if thats in it or not
thats what i think would be the best

nightmarish delusions
an apocalyptic setting
groups of survivors fighting with one another for resources and what not
Lots of guns and maybe some other weird weapons.

I would have it based in a mansion estate, that has been blocked off for demolition. You would have a custom made character that was.... hanging out with the wrong crowd... and snuck in to go looting. at midnight, they offically closed it off and you discover that this mansion owner was a scary movie director, and his wife a survival horror game maker. then in a cutscene, there would be all of the action figures ther, then flash away. The scariest room (yes room, there is rooms, but in normal rooms, such as kitchen, bathroom you could be attacked by all of them) would be the JU-ON the grudge room (Its a video game and movie, and freekin scary!)

A mall that was built on an indian burial ground(I know it's cliche! Bear with me) and during the grand opening, the ghosts lock everyone inside and possess objects in the mall and deform them to try and kill the mall goers. Everything from mannequins to statues and even the elevators and escaloter! ^^ lol man-eating elevator. Haven't seen that one yet.
