Portilalian is in the country that is the only one that can make it to the seas, the rest of the lands having too dangerous lands to attempt building on near the ocean waters. Being so, it stays a neutral city and is friendly to all of the clans. There is a docking section for each of the two major clans of these lands but besides that and a few shops, the two clans have to mingle about with their possible enemy at the table next to them.
The law here is under checked so fights between clan members are a dime a dozen. Still, criminal organizations usually run the streets and they dont take it lightly to people fighting in their bars or disrupting the flow of cash to their pockets.
Off some 5 miles from Portilalian is the small unique fish market community known as Daile. Fish is there thing and something like 1000 fish come into the place everyday, being shipped off to foreign countries, bought there, or brought over to Portilalian restaurants. Daile is also famous for a certain pub, rumored to be a favorite vacation spot for Hannibal of the Barths himself when the man was known to be alive..
