The Clan System: Previous System Anyone could create a clan, with three members and enough roleplay.
New System Current Clans shall remain, but there will be changes. Clans are family groups with specific beliefs or traits. A male or female can continue the clan name, depending on the clan.
Each family will have a clan name and a heir of their own, but only in knowledge, but not so much in pack-title. Heirs of clans will continue to do their duty to the pack along with their training to take over the clan, and will often have a separate title with their pack title. For Example - Koka (a hunter) could be referred to as either Hunter Koka or Heir Koka.
The Current Clans include Njozi (Leini & Machungwa), Rohokomboa (Jua & Nyamana), Mafuriko (Maji'kukoka).
Please note adults from outside the pack may create a clan with their family ties, or be considered clanless.
This is how the new system will work. A family with three or more members is a clan. This includes the Rubani/Kiongozi, their children, parents, grandparents, etc.
A clanless male or female may marry into a clan, however it is usually customary for a female to take on the male's clan. A clan with a heir already in place allows for a male to take on the female's clan and vice versa (Female heirs are accepted).
Distant family, or family that later joins the pack will be a part of the clan with his family - it will simply be tacked on. Adopted cubs will also take on the clan name. (Example: Damu'Johari is part of the Njozi clan, being adopted by Maziwa'Kono, a Mwindaji of the clan.)
Clans generally stick to the same denning area as well.

New Ranks: Mlinzi-rasi (Head Guard): Organizes the guards around the pack boarders and within it. He reports directly to the pack leaders when it comes to new pack members, provisional members, and intruders. Generally skilled in fighting and leading. The Leader much be able to command a large group of at least ten.
Mwanachuo (Student): For general rankings, the pup becomes a student first based on traits of their pup-days. This is a rank for Juvenile. This is usually tacked on to their intended rank (For Example: Mwindaji-chuo, Mlinzi-chuo), or they are simply called Mwanachuo
Tarajali (Apprentice): They work mostly in 'fieldwork,' which means they do their job alone or in groups, depending on rank, but still have some things to learn. Mwindaji-a will sometimes be allowed to run a hunting party for practice. An -a is tacked onto the end of their ranks to denote their apprentice under that rank.
Okota (Seeker): Okota specialize in seeing traits and personality through body language and voice. They can sense malicious intent, and often pair with Paroko for training, knowledge-wise. They are skilled in healing and basic defense when out charged with going outside the pack lands. Okota don't leave the pack lands until they are adults or apprentices accompanied by their teacher.

New Council System: The council will have two different sides. Clans and Ranks. The general ranks need a say as well as families. With this, only two council members can come from any one clan.
This is how it will work.
The Clans will have their say in who they want their council member to be - they will be groomed from pup-hood to be the best representative of the clan. If the pup is too young, one of the clan-heads will act in this position.
The Ranks will also have one (usually the best, or close to the best) dog/hyena to represent the rank. If they need changes or such in the rank, they will inform the council and will be able to vote on such thing.
All council members must be adults - no exceptions, though Diwani-a (Tarajali) may sit in on meetings to see how they work.
The Purpose The purpose of the council is to come up with new ideas and reforms for the pack. They serve to make the pack a better place for everyone. The council may come up with laws and such, though the pack leaders can veto the propositions and potentially harmful laws from passing.
The council does have a lot of power in its own right.
This also means that the owners of the council members can suggest ideas for changes and such during council meetings.
Council members are also charged with helping new members of the pack to adapt to life in the pack. They are first with the Clan Diwani to learn the clans and clan system. Then they are charged to a group of Rank Diwani to learn the basics of each ranks and decide upon one. (This may be RPed out or assumed.)
