Well, since I havent gotten word that people hacked Pokemon to win. We have decided to change around the battleing rules, a lot.
The old rules were as follows.
1. If you loose, give the winner your badge. 2. Dont cheat, useing double items. (Ex. Double Leftovers, Nu-Uh) 3. If you want to hold a tournament, please contact me.
Yep, those were it, not to good huh?
The new rules are as follows.
1. If you loose, give the winner the token of winning. 2. Dont cheat, useing double items. (Ex. Double Leftovers, Nu-Uh) 3. If you want to hold a tournament, please contact me, or any moderator. They will then contact me. 4. Hacking Pokemon to win is prohibited. If caught you'll loose leadership if a leader, you'll also get a suspension and the gym will close till suspension is lifted.
If you were to hack Pokemon this is what would go down
The leader will attempt to upload this video to the GTS, if doesnt accept the video it means one of you two hacked your Pokemon. (Ex. Shiny Arceus at level 100, with 1,000,000 in speed. Good 'nuff?
So, I hope you all take the announcement seriously and dont cheat.

would it count if you cheated to receive the pokemon but not to upgrade it (example: hack to get into secret garden. glitch to get into alternative full moon island that has darkri.)

Technically, on my terms, no. But without obtaining the item legally, no matter its hacking. Here look at this senario.
You used an action replay to go through walls, and you get to Darkrai. Its hacked no matter what.
Your obtaining the item and/or the Pokemon illegally, so no, sorry.

Ah--
I'll soon (finally) have wireless, so maybe for the first time I'll get into this. I've never hacked a fourth-gen pokemon and with wireless it's very easy to obtain pokemon I don't have, but back in the day in the third-gen games I used AR to obtain pokemon I could not get at the time otherwise. They're otherwise normal pokemon and many are imported into my fourth-gen games to the point that (with a few obvious exceptions) I am not even sure which ones I used the Route 301 (or whatever in R/S) cheat for and which ones I didn't. I don't believe in hacking stats, and as I never could before take place in tournament battling, it never mattered.
Pffft. At least I can virtually garauntee all my forth-gen pokemon are legit except for the ones I'd gotten over global trade at the library. I got an unusual Deoxys out of that, to my irritation....When its name is AAAAAAAA, it's not fully legit....
I'm one of those holdovers who only had herself to play and trade with, so I remember having to resort to that to get certain pokemon some years ago. I never really did any other important type of cheating (aside from oh so convenient master balls). I hope I don't anymore. Just commenting.
PS, I believe in the Plantinum game, due to the cheats, Nintendo made it so that even if you did get to the islands, the pokemon would not appear without the necessary items you'd get from Nintendo. (Like Oak's Letter, I think....)
Once again I'm glad for the fact I'm getting Wireless later this month. It'll come in so handy with HG and SS being released here in a few months!
PS, both my Darkrais, both my Manaphys, that key thingy for my special Rotom, my Shaymin, etc...they're all legitimate, thanks to wireless or the Pokemon Ranger, both versions.

I don't have the equipment to hack fourth-gen pokemon even if I cared to. Wireless has eliminated nearly all reasons for me to even try. Aside from the Master Ball codes on my third-gens, or to get the odd Legendary now and then, I don't bother with cheating on my third-gens anymore either.
It ensures a steady supply into my fourth-gen games of Master Balls, which use is limited to the most frustrating of the Legendaries. (I have gotten a LOT better recently at snagging Legendaries without 'em; I love you Dusk balls and Timer balls....)

my eevee that has the obviously hacked moveset i actually had no part in, the guy traded me him, since then ive aquired the pokesav which can enable me to create obvious or very legit new pokemon, either way i still prefer to use pokemon that ive leveled up myself so the only cheat i actually use is the diamond quick exp gain at route something or another with lucky egg. and i pretty much never enter tourneys so no worries.
