Neo is considered to be a very Psychotic person. He doesn't notice it and denies it all the time. However Neo isn't the type of person that goes Psycho in a fight, he goes psycho if people don't laugh at his jokes. However the truth is he is Bi-Polar and whenever someone doesn't laugh at his jokes he goes into his Psychotic Polar.
When Neo is normal he is really a nice and lovable guy to a certain extent. Neo loves being sarcastic and annoying people but if you manage to befriend him he is very loyal and would never betray you. However he forgives no one that betrays him even in the slightest.

Shikai Ability:
Fouda Musha has the ability to decrease the gravitational pull of anything it touches by x2. Then each time it touches that object the gravity on it is decreased another x2 and so on and so forth. This will soon make it that the object float away and if someone is holding the object they won't be able to control it because it will be like a Balloon full of helium. It will always point upwards no matter what.
Attacks:
1. Foudo Renda (Rising Barrage) - Neo unleashes a fury of attacks (in the range of 10-20) and each attack that lands increases the gravity by x2. If 100% of the attacks land the object/thing wouldn't possibly be able to stay in the gravitational pull.
2. Tenbaria (Heaven Barrier) - Neo cuts at the ground in front of him in quick and fluent strikes and the ground rises where he cut and protects him from any long range attacks. Most likely it is rocks that are flaoting in front of him and they are detsroyed by the opponent's attack but it allows Neo to have a better chance of blocking the attack once it is weakened or dodging the attack all together.

Biography Before Death:
Before death Neo was a normal African-American boy that went a normal American High School. He had to deal with being poor and not getting anything he wanted or stuff he needed. Neo became caught up in gangs and was on the streets selling drugs and doing everything that get him either in jail or have him end up dead. Sadly it was the ladder and Neo was dead before he could even live life.
One day Neo was on a mission for his gang and his job was to kill a rival gang member. When he went to confront the rival gang member he shot him but it wasn't fatal. Then the next morning they found Neo and banked him. With it ending with Neo getting shot and his life coming to an end.
Biography After Death:
After arriving in Soul Society Neo landed in a fairly dangerous part of Rukongai. It resembled his life when he was alive and so he immediately came to fit in. However it seems deep inside he didn't want this and so in order to fill this void he got the Bi-Polar Disorder. With this he became a Psychotic Comedian and went on rampages.
Soon Neo started to feel hungry and the wary Rukongai inhabitants were more than willing to send him away to become a Shinigami. They felt that only the Gotei 13 would be able to control this disorder. Neo in the Academy became infamous as a Class Clown and troublemaker. He was always in fights because people didn't laugh at his jokes. However Neo proved himself to be a skilled warrior and he easily excelled in Fighting classes. Neo soon was considered good enough to advance to the Gotei 13 where he would be able to acheive his real dreams.
