Draft Bill- 129, Wall Increase defensive Turrets.
The Squad 10 Captain, Kuchiki Cassiel The Impenetrable Blade, is the advocate for this document. He stands by this proposal.
The proposal: The 10th Squad shall hire workers from Rukongai and its districts. They shall increase the size and strength of the walls and install the defensive turrets that have recently been developed by the 10th squad. This bill will also call on the common people to help guard the walls. They will be payed well, and trained for militia and guerilla style warfare.
The result: This will increase the wages of the common people of the land. This will also reduce hostilities between them and us, the shinigami. We want our people to accept us for we can not guard what does not want to be guarded.
The turrets will act as mini and reusable kido cannons that fire in small rapid succession. Like the Kido guns we possess. The walls will be made to stand against even 2 of the Primera's gran rey cero. This will triple the strength of our current walls and the gates themselves will be 5 times stronger.
