Early Soviet Correctional Labor Law
We print below a translation of selected statutes and guidelines of the early Soviet workers state pertaining to prison labor, from the Russian-language book Gulag 1918-1960 (A. I. Kokurin, N. V. Petrov, eds. [Materik, 2002]).

Directive of the People’s Commissar of Justice
on Prison Work Crews,
24 January 1918


1) From among the able-bodied detainees in jails, crews are to be formed for production needed by the state. The difficulty of this work is not to exceed that of an unskilled laborer.

2) Those under arrest (both those under investigation, and those convicted) receive pay at the level of salaries of the given field of industry for the labor they perform.

3) One-third of the above-specified pay goes into the prison’s general fund for improvement of the lives of the arrested; two-thirds is held in account for the arrested, and paid out upon their release.

4) Upon the request of the arrested, one-tenth of the money earned by him may be paid out in cash at the end of each workweek.

Article 4: In order that the effect of corrective labor on the arrested be complete and genuine, the jails of the previous period must be replaced by a continual improvement, and the maximal development, of a network of agricultural, artisan and workshop colonies and transitional correctional labor homes, built for the most part outside of cities.

Article 6: In detaining prisoners in correctional labor institutions, the latter must strive for proper influence on the prisoner, and reinforce those of his characteristics and skills that could constrain him from further crimes. Detention must be consistent with this aim, and not inflicting physical torments or humiliation of human dignity.

Article 51: The employment of prisoners in labor has an educational-corrective character, aimed at training them to work, acquiring skills of a particular profession, giving them the chance to live the life of a worker upon their release.

Article 83: The task of cultural-enlightenment work is to raise the intellectual level and civil development of the prisoner by means of imparting to him a general education, a professional skill and a familiarity with the basis of Soviet society and the rights and obligations of citizens of the USSR.

Nah. The SU still had awesome gaols up until the mid 30's, actually. Though by that stage there was a two-tier system. There were the normal gaols, and the 'correctional colonies' which were pretty ******** cushy, actually. They'd set up a collony for inmates in Siberia, and get the inmates to build everything they wanted. There weren't even any guards in those ones, just administrators. People COULD escape, but it was just so good there that people ended up staying after their sentence, and bringing their families!

And yeah, it wasn't purely propaganda, because they used these camps for propaganda when they had foreign visitors and s**t. So yeah, even under early stalinism there were awesome parts of the gaol system.

I'd support it, honestly THE major reason for the felons and convicts of today was they had minor crimes in American prisons and were released into society after being brutalizedly treated in prison, as if somehow that degradation and humiliation of their character wouldn't foster in them some unparalled resentment for society as a whole. Another thing that I, as a kid, wondered if the government couldn't see or plain out ignored.

I always question laws and their application though. It would be like somebody saying "Americans are so safe, when they drive! They have speed limits which are strictly enforced and take into account all sorts of situations!"

I think speed limits in America are highly tedious, 70 being the national high speed is bogus. You should easily be allowed to go 100 on a high way with no traffic stretching from South Florida to New York.. .I mean for ******** sake, slow down to 30 when driving through these shitty dirt towns? Why? They have 2 buildings, a gas station, and a barn, and now they have their own police force and a 25 mile an hour speed limit. b***h, I'm on a highway, ******** your town. 45, that's viable.

Oh, whenever you're in down town the speed limit is like 30, and unless you're in deeply congested areas like New York or Jersey, this is easily a 50 mile an hour zone.

I hate the transportation system, it's obvious to me it's just used as a means of oppressing people over tedious law enforcement and getting more cash out of you.

Nah, I don't like to speed, it's just there are several places, nearly all of society in America, where it feels like you're just weirdly going way to slow, even in ideal conditions you should be going 10-20 mph faster most cases.

To run with the off-topic-ness... I'm glad there are speed limits. Being in cars scares me. It scares me even more when they are going very fast or when there are TRUCKS around going very fast. Luckily I haven't been hit by a car yet, at least. ^^ I am with the 'wipe out five or wipe out lives' thing! Also ban 4WDs in suburbia (********). Yes these things are related. Physics!

Id like to point out the Federal Government does not set the speed limits. The states do that. For example, here in Michigan, the limit in highways is 70, but you aren't violating the law until you are in excess of 78-87 MPH. In New York, the limit is 65 and you can surpass that to a speed of 70-75. And Montana, there is no speed limit. There feeways are known as the "American Autobon."

And i think its pretty obvious that they make you creep through downtown ares so you can still read advirtisments and look into store windows. MONEY MONEY MONEY! its not for safety LOL oh good Lenins its not

Oh and speed traps. Its SO obvious they are looking to take your money.

In built up areas, the views of public safety and any possible mercantile motives on the part of the capitalist state happen to coincide.

Besides that, communists should not be fighting to ease speed limits, but for more, better quality, and free public transport available for all communities.

In new york they now lowered it to 55 mph. Also brilliant observation on the advertising thing.

Free public transportation *starts to fantisize* that would be so awesome, I have to pay 2.25 to ride in NYC's shitty subay, and now there gonna raise prices and cut service, yet they got federal aid from obama's package.
