Plan characters before hand. I make a sheet for all my characters.
Name
Age
Personality
Physical Appearance
Wardrobe
Personal Effects
Background
Area of Growth
This helps you keep the character consistent throughout the story. Developing is a whole other story. You have to incorporate all of this information in somehow at different points of time. The first five are okay to do when the character is introduced, but dialogue should be used in the middle of the story to describe the background. Then your character has to grow somehow. It's something you have to tailor to the plot. Helpful?

Try this excellent character exercise: write down 20 things about him or her. If you can think of more, great! Go for it. But write at least 20 things: it can be his or her hair color, height, weight, favorite dessert, favorite drink, age, heritage, best friend, elementary school, high school, love interest, favorite book, favorite hobby, favorite animal, favorite time of day, worst memory, best memory, favorite color, pet peeve, reason for jealousy or envy of someone, embarrassing moment, posture, favorite subject in school, sleeping habits, eating habits, manners, etc.
Also, whenever you are out in public, it is also a good idea to keep a journal at hand to jot down different people's behaviors and dialogue as well as dialect. It is important to note not only what is being said by people, but how it is said. Be sure to pay attention to they way they stand, move about, use hand gestures, eye movement (are they looking directly at the other or are they looking at the ground or off elsewhere not paying attention to the other person talking?), etc.
