How hard is it to learn?
Should I learn bass guitar first?

to learn playing one is not harder than bass guitar, and there's lessons and instructions on dvd's and on the internet.
So no, you really don't need to learn bass guitar before, and a good one would be around... 1000 - 1500$.
That price is roughly estimated, might find cheaper ones too.

well... around the same prices for a "normal" double bass, from 500 - 5000$
