The bourgeoisie control too much for a social reform. Revolution is inevitable so long as the bourgeois keep taking. Marx and Engels said this in the first chapter of the Communist Manifesto.
The real question is whether we should try to speed up a revolution and risk violence that many will object to, or let things get so bad for the proletariat that the inevitable revolution will happen(with less objection to the violence as more people are actually taking part).

I think that if the inevitable revolution happened, it would actually give more people to the cause of the revolution and so may have a larger effect and over a larger period of time. However. If there are many smaller speeded up revolutions that change things slowly, although it will only have a small effect over a large amount of time perhaps things wouldn't get so bad for the proletariat that they feel revolution is only way.
