 ((Picture this but with more water coming from the falls.)) This is a large waterfalls that is found on the West Side of the lightning country and it is the biggest one there is. Instead of being like most waterfalls which lead to rivers this waterfall doesn't it forms a small lake around like a fountain. It is said that this waterfalls was create in a very bad lightning storm then a monstrous bolt of lightning struck a mountain. This bolt basically struck this mountain in half as well as finding what within it which comes from an unknown source.

Nozomi arrived at the ancient waterfalls that he was aiming to find. 'Looks like the Raikage has some use.' Nozomi thought to himself with a smirk on his face which was hidden behind his mask. He was ready to strain. Nozomi walked over to the bank near the water and laid down the scroll and then took a seat on the floor so he could get a better look at it. Nozomi sat with his hand on his chin for a while pondering over which jutsu to start with. He had made up his mind, Mizu no Yaiba (Water Sword). Nozomi quickly memorized the instructions on the scroll and then stood up, ready to learn.
Nozomi focused his spiritual and physical chakra as evenly as he possibly could as he formed the necessary handseals and then he held his hand out and then focused alot harder. And then a small water sword slowly formed in his hand. 1/1
Nozomi had learned the academy version but he was ok with that for now. He then went over to the scroll again and started to think again about which jutsu to choose.

Nozomi decided to take a break from learning water jutsu so instead he opened the wind scroll and started to look through it and he had made up is mind on which one he was going to learn. Boufuu Kyouzuu no Jutsu (Gale Surge).
Nozomi did the necessary handselas and then started to concentrate on distilling the air around him like the scroll said and he now thought he was ready to attempt the jutsu. He tried to create a large blast of air infront of him but nothing happened. 1/3
Nozomi then followed the same procedure he did before just that this time he concentrated more on trying to created the large blast of air infront of him that would repel almost anything he wished to repel as long as it wasn't too heavy. This time the wind came but it was very weak, like something a pansy would do and Nozomi was not happy at all. 2/3
Ok this was it, Nozomi had already made up his mind that he was going to learn this wind jutsu right here and now, he was going to give it his best. He combined the procedure of the last two attempts he made just that this time he put alot more chakra into it because he was not going to make any pansy winds again. And he did it. He released a large burst of air that was able to stop projectiles and blow a person a good five feet away. 3/3
Nozomi was very pleased with himself. He walked back over to the scrolls and started to look through the water scroll again because it was alot easier for him to learn water jutsu due to his clan.

Nozomi now chose to switch back over to water jutsus and he had quickly made up his mind when he saw the scroll. He was going to learn Mizu no Yoroi (Water Armor).
Since he was still a bit of an amateur he decided that he would learn this jutsu ontop of the water. So Nozomi walked onto the water and then performed the necessary handseals and immediately closed his eyes and start focusing. The water slowly came up to his knee and then fell back down. 1/3
Now trying again with more concentration and balance Nozomi manages to make the water come up to his waist. 2/3
Nozomi was going to try his absolute best now. He concentrated like his last attempted but this time he put more chakra into it and the water covered his entire body. After a few seconds he allowed it to fall back down. 3/3
Nozomi went back to the scroll to decide which water jutsu to learn next.

Without hesitating Nozomi stood up making the decision that he was going to learn Kirigakure no Jutsu (Hidden Mist Technique).
Nozomi quickly made the necessary handseals and focused his chakra as it said he should in the water scroll. After a couple seconds a very light mist appeared around him slowly but you could easily see through it so that wasn't good enough. 1/3
Nozomi tried again doing the handsigns a little slower and he concentrated alot more. This time the results were better, the mist was thicker than before but just not thick enough. 2/3
Nozomi was really close to learning the jutsu completely and he could feel it. Once again he formed the handsigns, closed his eyes, and concentrated. Just that this time he put alot more chakra into it. He then slowly opened his eyes hoping for the best and the best is what he got. He was surrounded by thick Mist and he could see a thing apart from his scrolls. So he sat back down and looked through the scroll while waiting for the mist to clear. 3/3

After waiting a good while for the mist to clear thought to himself about his jutsu arsenal and realized that there weren't much offensive jutsus that could actually do some damage included. Nozomi decided that he would create one of his own and he already had a name in mind. Basically it was going to be a compressed ball of spiraling water all being released at once. Nozomi had already figured out the steps to creating the jutsu. But even though Nozomi had everything figured out it was going to be hard and take alot of practice. However Nozomi was prepared and he thought he was ready time to get started!

The first step that Nozomi had outlined was to gather water from the air and things around him. The second was to compress as much water and chakra as he could in his hand as a spiraling ball. The third step was to maintain the spinning ball of water and keep it going. And the final step was to release. So naturally Nozomi was going to start with the first step. Gathering the water.
Nozomi stood up and held his hand out infront of him with his palm open facing upward. Nozomi then put his left hand above his open palm and started to concentrate. He was also using water manipulation to help draw the water from his surroundings. Lucky he was beside a waterfall so things were pretty wet. After standing there for about 30 minutes nothing happened and Nozomi was getting fed up.
It quickly went from 30 minutes to an hour. Nozomi was getting exhausted and impatient. But soon enough his patients would pay off. A ball of water slowly started to form in his palm, it was about the size of a gumball. A couple seconds went by and then the water just lost form and fell to the floor.
Nozomi was soon ready to try again. He stood up like he did before and closed his eyes and concentrated trying to gather water and liquids from the things around him. He was trying his best to draw water from the things around him. It slowly started to work. After 40 minutes of deep concentration he finally started to get the hang of things. The size of the water went from gumball, to baseball, to the size of a basketball. Nozomi looked at the large mass of water in his hand and then relaxed and the water fell to the floor.
Nozomi got a wide smile on his face as he sat down to take a break before he was going to move on to the next step.

((Kinda, but the clones still possess enough chakra to exist and rule over the village, at least for a while until their energy runs out.))
